I lived within a mile of this area about 15 years ago and it wasn't a great area but much better than Philly! It's almost impossible to imagine she would be in such a busy, active area and not have been recognized earlier.
As far as a motive--Could there be some sort of financial gain for the family of a child who was missing and is eventually found? Donations? Paid TV appearances? Eventual book deal? Maybe there is an imagined monetary gain he hoped to get.
Today I saw Relisha's photo posted in Wal-Mart on the board showing missing children. My own family was formed through adoption, and I know how many families would welcome a child like Relisha into their own families. Her situation did not have to happen. Too sad.
