I'm pretty sure it was Ravenhall Remand Centre which he is likey to be at, and yes it is maximum security. There is also Ravenhall Correctional Centre, nearby, where you might go once you are found guilty.

Ballarat has a population of over 100,00 people, and so many people run, walk, ride, walk their dogs. This bush is on the fringes of populated areas, it's not what you would call 'remote.' Which is why I'm amazed that someone hasn't witnessed something. IMO
