In-Depth: Officer Resigns from Hot Springs Village Police, Chief Responds

He wrote in his letter, " A recent incident and subsequent Dawna Natzke investigation have caused ... residents to question their police department's leadership [...] Based on my experience and training, these concerns certainly appear justified."

Chief Cornett disagrees, arguing his office handled the investigation by the book.


But it's not just one officer saying this, actually another Hot Springs Village Police Department officer emailed us, saying he actually left the department in November 2011. In his exit interview he told the chief and Hot Springs Village General Manager Scott Randall these issues existed within the department.

The officer, who wishes to remain anonymous, wrote in the email to KARK, "I would like to say everything Dale Anderson told is true."

Mother of Murdered Police Dispatcher Speaks out About Investigation.

Reporter—"Dawna disappeared after attending a holiday bash at the home of HSV GM Scott Randall. Doris, who also attended the party said everyone was having a wonderful time , until Dawna walked up to her mother in tears."
Doris—"She came and she grabbed me by the shoulders, and she says ”Mother! You’ll never believe what just happened.”

Reporter—"Doris won’t say what her daughter was crying about, only that it was a personal issue and had nothing to do w/ her b/f Kevin Duck. Still Doris says Duck escorted Dawna from the party almost immediately after she began crying."

Doris—"Within minutes, he had her out the door and in the vehicle, and that was the end."

 
I just cannot believe there hasn't yet been an arrest in this case. I guess it really is the Keystone Cops in charge in this investigation!
 
For some reason this case hasn't received a lot of attention on this forum, while it was very active on Valhall's the Hinky Meter, at least until Dawna was found and nothing much seemed to be happening. Now, come to find out, Valhall has shut down Hinky Meter. So I guess we need to pick the ball up and stay on top of Dawna's case.

Those of us who have kept up with this case, all but know who is responsible for what happened to Dawna. Though I haven't kept up with it lately, because nothing was really happening, the last I read, her loser bf, Kevin Duck, had been arrested in Louisiana, transported back to Arkansas, then let out again to head back to Louisiana to work while on extended probation.

What is totally disgusting is how this case was handled in the beginning by the HSV PD, who were completely incompetent and negligent, imo. Then it was finally taken over by the Garland County Sheriff's office, who, btw, had already offered their assistance to the HSV PD, who turned it down? Why is anyone's guess. In fact, IIRC, the Arkansas State Police had also offered assistance. Also, turned down by the HSV PD. Again, anyone's guess. :maddening:

Of course, there's nothing the GCSD. or anyone else can do about all the evidence that was destroyed while the completely inept and incompetent HSV PD did nothing, allowing Dawna's body to lay in a pond exposed to the elements for over a week, maybe two or three, can't recall exactly, while decomposing and, sadly, being scavenged upon by wild animals. Unfortunately, maybe making it impossible for the coroner to be able to determine a cause of death. I have yet to hear a COD.

Oh, and btw, the pond in which Dawna's body was discovered, is the exact pond that the prime and only suspects father, Luther Duck, told the HSV PD to search. Yet they couldn't find her? Well, how can that be, one might ask. The, again, totally inept and incompetent HSV PD searched a pond alright, but it was the wrong pond. Ok, more than one pond in the area, right? So then, why didn't they then get Mr. Duck out there to guide them to specific pond he was referring to, and immediately return to that pond and search? That is the VERY Big question. Why indeed?

Instead, it took a large group of good, kind, very concerned HSV citizens to band together to conduct their own volunteer search for Dawna. It took all of 45 minutes for them to discover Dawna's body. 45. Minutes.

So is the HSV PD being held accountable for their negligence and incompetence, to the point of criminal, imo ? Not that I have heard, but they sure deserve to be. I don't know what kind of charges there can be or if it is even possible. Any attorneys here? I would love to here your feedback on that issue. TIA

Where is the justice for Dawna?? Why is noone demanding justice? Did the police department ever get investigated for their poor practices? They really bungled Dawna's case; and because of that, a killer walks the streets today. :(

I so much agree with you, cocomod! This bungled investigation is completely inexcusable. If I were the family, I would be doing everything I could to press charges against the HSVPD, or whatever else it took.

What is so bad, is that in reality, this seems to be an open and shut case, not like most of the cases here in which no one has any idea as to the suspect could be. Absolutely egregiously inept and incompetent handling of this case, to the point of criminal, imo. Which was then followed up with cowardice and cover up, also to the point of criminal, imo, by the HSVPD and Scott Randall, who was more worried about his reputation than anything else.

The fact is, all the locals know that Randall and Dawna were having a "fling" and Duck is an extremely jealous and possessive psychopath. Why the cover up? Maybe Randall was afraid he would be implicated in her death, idk, but whatever the case, it makes me totally sick and totally furious! :furious:

I have never found anything on or heard any reports on COD, which leads me to deduce they could not determine what it was, I don't know, just a guess and jmo. In fact, seems there is an unusually strange silence surrounding this tragic case. I do know that the HSV police chief is retiring, sadly a little late, imo.

The local news has been airing information on the case which gives me hope for an arrest soon. KARK have aired that the GCSO is involving the FBI and KEVIN DUCK IS THE ONLY PERSON OF INTEREST.
 
Luther duck did an interview with channel 7 last Sunday and it will air tonight at 10pm.
 
I found out today that Kevin Duck got a Texas drivers license in his little brothers name and has received speeding citations under his little brothers name. Kevin's family is having this investigated and Monday Kevin's probation office will have a report of the identity theft. I hope his probation is revoked again and he will have some jail time for this crime.
 
This is a very informative article from the Arkansas Times back in June of this year. I obviously haven't been keeping up :facepalm:

It does give some hope that in spite of the botched investigation by the HSV PD, there is still a chance for justice for Dawna and her family. I hope and pray that Kevin Duck is tried and convicted and rots in :jail: forever.

Will Dawna Natzke's killer ever be brought to justice?
More than a year and a half later, the murder of a Hot Springs Village police dispatcher still has residents puzzled.

Wright said he couldn't disclose how Natzke died, whether she was killed where she was found, or whether the evidence in the case leads investigators to believe that the killer had an accomplice. He said that the area where the car was burned was searched more than once, but nothing of evidentiary value was located there. At the pond, however, Wright said that investigators did locate "items of evidence," but he couldn't get into specifics.

As for how long the investigation phase has taken, Wright said they have taken their time because they didn't want to "jump the gun."

Still, Wright is optimistic. "From my personal standpoint, I think there is enough there to move forward with a charge," he said. "But then again, I look at it from the investigative side. I'm not in the position to have to actually prosecute it. In my years of doing this, I've walked over there with a case that I thought was a slam dunk, and it just fell to pieces. Conversely, I've walked over there with a case I didn't feel very comfortable with at all and ended up getting a conviction on it. It's hard to say, especially with a jury trial. You never know what 12 men and women are going to think."

EDITOR'S NOTE: Just after press time for this story, we received a call from Garland County Prosecutor Steve Oliver. Oliver said he is in receipt of the investigative file in the case and is in the process of reviewing it. Asked if it looks like he has enough information to charge someone in the Natzke murder, Oliver said: "I haven't decided yet, but we're going to charge somebody, it looks like." Oliver couldn't say more, but encouraged the reporter to check back with him at two week intervals.
