On a Saturday morning, at that time, would there be that many service vehicles travelling along Stirling Hwy? Probably didn’t take that long to check them out.

The three witnesses at HJs bus stop advised seeing CG speaking to a driver of a light coloured station wagon.
Perhaps the CSK missed the secret camera, by driving north along Freshwater Pde, turning left into Stirling Hwy. Perhaps the camera was located further east toward Bay View Tce.

Unless CSK was driving with false number plates, then WAPOL would have known what he drove, but not exactly who he was.
But, they knew for ages what he drove because of the car fibres on JR.

Covert CCTV was installed in Bay View Tce after Jane went missing, not to mention the extra security in the pubs and I think the council put some in as well but I'd have to check that. There was also a police station on Stirling Highway, only 280 metres from where Ciara was last seen.

And they didn't get a look at his car. Astonishing.

Canning Vale - that's another thing - the CSK wasn't so dumb as to keep driving around Bay View Tce. Putting a camera there at least made it look like the police were doing something to catch the killer. But they did nothing with what they videod. Incompetence really by someone on the case. As you say CV he would have used Stirling Highway and side streets. The whole thing isn't right and I don't know why. MOO

Hi Canning Vale, there aren't many back streets to use, if there was a camera on Bay View Terrace there should have been one on the Stirling Highway covering where Sarah Spiers was last seen as well. Nobody was abducted from Bay View Terrace, they were last seen on Gugeri and Stirling Highway so this camera position could possibly be misinformation from the police.

If he used only the side streets and blitzed his victims from behind a bush or something, it's possible he knew where the cameras were, which is not a good look for WApol but he still had to get out of the area in his car. Three cameras only would have been enough on the periphery of the square he took his victims from for a tidy trap. Even worse for WApol is that I think they did get his plates, probably more than once but for some reason he wasn't tracked. Government vehicles passed over and excluded perhaps, maybe with their narrow focus (Capornism) only looking for evidence of their own POI and he was haphazardly passed over, or he switched the plates on the car and sent them on a wild goose chase.

IMO, If the real CSK used chloroform to knock out his victims, he certainly didn't incapacitate them with chloroform while sitting parked up in Claremont or on Stirling Highway! 5 minutes is an eternity while trying to evade detection.

I have been reading several West Australians shortly after Ciara went missing. I can't quote them directly because I don't have a copy of the article or a link to them. They are a text source via the NLA. There were a few things at the time like a Re-enactment video done shortly after Ciara went missing. This is also quoted below. I have attempted to look for it online as it was shown on the TV on 23 March 1997 but to no luck.

She wasn't seen leaving the Continental but she was witnessed walking pass Cafe Belissimo which I believe was from a friend. The friends arrived in Claremont 11.30pm, Ciara left 11.55pm but there was some time in there where her friends didn't know where she was. It is possible she met the allegedly accused there and when she left he grabbed his car and left catching up with her on Stirling Highway.

I personally don't think the bricklayer saw the CSK that day. The story was always rather vague and I would be guessing that when he told his daughter a new police officer about the sighting, she never passed it on to anyone. In all honesty if I started in the police force and my parents asked me to pass on a sighting of someone years ago at a murder site I personally wouldn't pass it on. She may not want to say anything possibly stupid to ruin her career.

Hi CV and DRT, I believe the bricklayer saw something that was connected to JR. My reasoning being, that road is now notoriously connected to the CSK and even though his report was made public years (?) later you would remember if that was you coming out of the road and would have reported it to the police. Its not a road many people would have cause to drive down or even be in that area at that time of the morning. The CSK, living alone at the time (?) could very well have kept her overnight at home.

Thanks Peterdavo, IDR ever seeing these articles.WOW & unbelievable!! To not check every car on the footage beggars belief.
DRT sound like they were very one eyed in their investigation and this could have been part of the break through to finding the CSK. There surely would not have been many cars fitting the fibers found on JR driving around on that night in the footage.
I remember something about a young person over east being randomly asked for their DNA, which the parents though very strange (can't locate quote/article ), I just wonder if this was the familiar DNA link to BRE to the car and the Fibers?
From BRE's post on FB that morning, (on which he hardly every commented) and coincidentally just before they raided his house, I'm pretty sure he knew his time was up. All JMHO
