Starting in Rohnert Park 1991, then to Sonoma, Davis (1997), Chico (July 1997, 21 yr. old w/blood evidence), Woodland (1997), Martinez (Oct. 1996 Contra Costa DA filed charges under “John Doe” can be charged now), Vallejo & Sacramento. Six counties involved: Sonoma, Solano, Contra Costa, Yolo, Butte & Sacramento. All will probably consolidated & tried in Sacramento County. Faces life term in prison if convicted.

Graphic testimony about the October 2006 double rape of two Natomas roommates was presented Monday in a Sacramento courtroom as the preliminary hearing began for NorCal Rapist suspect Roy Charles Waller nearly 15 months after his arrest.

The testimony before Sacramento Superior Court Judge Trena Burger-Plavin marked the start of the preliminary hearing at which prosecutors are seeking to prove there is adequate evidence to have Waller held over for trial in a case that could lead to him spending the rest of his life in prison.

Monday’s testimony lasted only about 45 minutes because of procedural and scheduling issues, and Buckley is scheduled to resume her testimony at the next hearing Jan. 2. The full preliminary hearing could last several days.

12/16/19 Update: Monday’s arraignment centers around his latest accusation, a new rape charge stemming from a 1997 attack on a Chico Woman. This newest charge brings the total number of charges to 46. Testified for State: Alisa Buckley, (former Sac officer, now the chief sergeant at arms for the California State Assembly. Monday’s testimony lasted only about 45 minutes because of procedural and scheduling issues, and Buckley is scheduled to resume her testimony at the next hearing Jan. 2. The full preliminary hearing could last several days.

The now-retired investigator for Bank of the West had a specific task that day: retrieving still photos from video of multiple ATM transactions at a Woodland bank branch.

It stood out because “it’s the only person I ever saw in front of an ATM with a mask on,” Conley testified Friday in Sacramento Superior Court.

Sacramento County prosecutors say that masked man was Roy Charles Waller, who stands accused of committing a series of sexual assaults in six counties — including two in Davis — attributed to the long-elusive “NorCal Rapist.”

After five days of often graphic testimony — some involving dog leashes, a Halloween mask, handcuffs and rape by a vacuum cleaner — Sacramento prosecutors wrapped up their presentation Wednesday of evidence against NorCal Rapist suspect Roy Charles Waller.

The next step in the preliminary hearing for Waller is a Jan. 29 session at which prosecutors and the defense will argue before Sacramento Superior Court Judge Trena Burger-Plavan over whether Waller should face trial on the 46 felony counts he faces as the accused serial rapist who eluded authorities for 27 years until his 2018 arrest.

DNA samples taken from assaults in Martinez, Vallejo, Rohnert Park and Davis all showed that the likelihood of the evidence coming from a Caucasian man other than Waller was one in 360 quadrillion, she testified.

Blood evidence taken from a pillowcase at a Chico assault, where the victim stabbed her attacker with scissors as she struggled to escape, had a one in 8 trillion chance of occurring at random among Caucasian men rather than coming from Waller, she said.

And evidence from the assault of two roommates in Natomas in 2006 - the last of the attacks - had a likelihood of being from Waller that Castiglia described as being “2.46 x 10 with 32 zeroes.”

Wednesday’s session may have been one of the most damning, with Terri Castiglia, a Sacramento County District Attorney’s criminal investigator and former Sacramento Police officer, testifying that semen and blood samples taken from various crime scenes attributed to the NorCal Rapist attacks almost certainly trace back to Waller.

“Everything was consistent with Roy Waller,” Castiglia said.
