So... The way that statement is worded suggests that these would be people that they have not spoken to yet, and may not have located yet, but have obtained pictures of through some means. It doesn't really say though whether or not they know the identity of these people.
This makes me think of two possible scenarios:

Officials, according to Lanier, will soon release photos of people they are hoping to talk to in connection with the case.
So... The way that statement is worded suggests that these would be people that they have not spoken to yet, and may not have located yet, but have obtained pictures of through some means. It doesn't really say though whether or not they know the identity of these people.
This makes me think of two possible scenarios:
- Police know that these people exist and what their names are from interviewing other witnesses, and have found pictures of them on SM or something, but police have not been able to locate them as of yet.
- Police have seen photo/video evidence from the investigation itself (hotel video footage, pictures from the storage locker, etc.) that show other parties, but police have not been able to identify them and seek the public's help with identification and location.
