maybe a hat under the hoodie?

i misunderstood what was being asked at first, but yeah i agree. it is weird how the video doesn't seem to match the description given. all the videos are so hard to see though.

i have seen reports on local facebook groups from people who say their cameras caught sight of this person. so i have a feeling there are more than one video of this person out there and this is just the one they decided to share.

LOCATION: N. Nebraska Avenue just north of E. Caracas Street
VICTIM: Ronald Felton DOB 6/25/1957
SUSPECT: Described as a black male, 6'-6'2", thin build, light complexion, armed with a large black pistol last seen wearing all black clothing.

DETAILS:
At 4:51 AM, officers responded to N. Nebraska Ave and E. McBerry St for the report of shots heard in the area. Arriving on-scene within seconds, officers found an adult male, later identified as Ronald Felton, deceased in the street. Witnesses tell police that Mr. Felton was crossing the street to meet someone when the suspect came up behind him and shot him.

A perimeter was immediately set up in an effort to contain the suspect. The perimeter has been set from Osborne to Hillsborough and Nebraska to N. 15th St. Officers continue to gather information and systematically search the neighborhood as the investigation is on-going. Anyone within the perimeter should remain indoors until advised, to allow the investigation to proceed. Nebraska Avenue remains closed to traffic in both directions between Hillsborough Avenue and Osborne Avenue - motorists are urged to find alternate routes.

We are asking residents to review any surveillance cameras they may have and share it with our detectives. Anyone who owns a gun should verify its location; if it is missing, it should be reported immediately. Anyone who may have any information, should call the Tampa Police at 813.231.6130.

[FONT=&amp]Tampa Police Chief Brian Dugan today released new video that shows person walking near the scene of the fatal shooting of Ronald Felton on Tuesday morning, which looks strikingly similar to the person in a video taken before the October 9 shooting death of Benjamin Mitchell.
The similarities led Chief Dugan on Wednesday to declare the person in the video to be a suspect in four recent homicides in the Seminole Heights area.
Chief Dugan also announced that the reward money had increased significantly.
The video posted on the TPD You Tube channel (https://goo.gl/Lh6Hhk) begins with a portion of the earlier video showing a person walking near the site of the Oct. 9 homicide. The person in the video is wearing a distinctive hoodie. Though it appears to be a light-colored hoodie or jacket, detectives point out that the colors are misleading. Dark colors often appear as light colors in night video. That Oct. 9 video includes a portion in color from a different camera, which clearly shows the person's hoodie to be a dark color.
Then the video shows a clip from a November 14 video taken near the scene of the Tuesday morning murder. The person in the video looks similar to the person in the earlier video, and once again the hoodie appears to be a light color in the night video. But we know from the earlier night video that the colors are misleading. Witnesses who saw the shooter Tuesday morning described him as wearing all dark clothing.
After the shooting, TPD received more than 450 tips, with the total number of tips now over 2,300. Roughly two dozen detectives are going through hours and hours of surveillance video.
The reward money has increased significantly because on Wednesday the FBI put up an additional $50,000. The total amount from our law enforcement partners is now $85,000, and that is the amount that will be advertised on Crime Stopper billboards. The law enforcement partners include Crime Stoppers, FDLE, ATF, and the FBI.
In addition, the community has raised more than $6,000, including funds from a fundraiser held at the Brew Bus, a donation from the Southeast Seminole Heights Civic Association, and a donation from Liberty Property Management.
Chief Dugan emphasized that TPD needs to identify the person in the video. Anyone with any information is urged to call Crime Stoppers at 1-800-873 (TIPS).

other things i can think of:

* officers have been going door to door since before the 4th shooting. i really believe this person lives in the neighborhood and someone is covering for them. my fear is this person is forcing someone to cover for him under threat of violence.

* we have been trying to keep our normal routine, which includes going out for dinner/drinks. our normal places have been empty. business owners are trapped between being upset and scared for their neighbors and worried about their livelihoods.

* our neighborhood association donated to the reward pot. we are up to 91k. i hope that is enough

* i met anthony's parents at a neighborhood event a few weeks ago that they happened to be at. they are broken people. they will not stop until this person is found. they loved their son fiercely.

* my ex-cop neighbor feels strongly that this is a younger kid, under 25 for sure. the killer must be able to run at a good pace to not yet be caught.

* a lot of people are suspicious about the sewers. not sure how feasible that i though. our storm drains, at least near my house, aren't big enough to slide into.
 
also. what do people thing about this timeline change. the other murders were in the evening, and this most recent murder was just before 5 am. I'm not sure what to make of that other than it is a change in the timeline.
 
possible. i think the killer is very familiar with the neighborhood. the reward is up to 91k now. hopefully that is enought o get someone to talk.

Yes, it's great that ATF and FBI kicked in big amounts for the reward fund. That should help if there are any people out there who may know the killer, but are afraid to speak up.
 
What is the Sulpher Springs area like nowadays. Especially along E River Cove Street? Is it easy access to Seminole Heights. Are there any foot bridges over the Hillsborough River? Thank you.
I've always been a lurker here at web sleuths and it has been a while at that. But, I live just a few blocks away from the murders so I decided to look through your thread and read all your thoughts.

So. Any questions about the area you want answered?
 
I apologize if this has been discussed, but have the police stated that there is ballistics match between any of the murders?

What is the Sulpher Springs area like nowadays. Especially along E River Cove Street? Is it easy access to Seminole Heights. Are there any foot bridges over the Hillsborough River? Thank you.

not yet gentrified the way seminole heights is. i have no reason to go there other than the delicious sandwich shop that opened recently :)

by foot bridge you mean pedestrian only bridge? not that i know of, but the river is probably 2.5 to 3 miles north of where I am and the killings were.

this sounds totally awful -- but that is him and that is super messed up cause of last victims age

that just translates to a killer with no agenda imo

just needs to kill from time to time

Yes, was wondering if a pedestrian only bridge exists that would allow a pedestrian to avoid hoofing it across Route 45 or I-275? Thanks!

Casino dealers work until 4am on Swing Shift (leaving enough time to murder by 5am) & they have “good hands”. They usually can give days away so there is some scheduling flexibility **except most are required to work weekends** which could be why the killer does not kill on the weekends?

This guy is athletic & rhythmic. This guy has a “God-complex” that has to be noticed by friends & family. They need to report their suspicions. Does he have a tattoo of his favorite super hero? Someone needs to start talking immediately.

All just my speculation and moo

Yes, the sewers. This is what I keep thinking that maybe he is able to hide out/travel in the sewers.

i think the train tracks cross the river but again, it is pretty far from where the shootings occurred.

it isn't hard to cross 275. it is a raised highway and you can pass under it at certain roads. there are a lot of homeless people that live under the highway.
