But would a gang require a recruit to become a serial killer, though? Seems like that could bring a lot of unwanted attention from LE if gang leaders made all their new recruits kill multiple people in the neighborhood.

I'm considering a possibility of someone similar to John Mohammed and Lee Boyd Malvo - the Beltway/D.C. Snipers. Cold, calculating, random killings used to terrify a community.

There was a single argument about racial profiling in the comments. I don't see that as significant enough to worry about a race war.

If he was with a gang, they'd recognize him. And as someone else pointed out, they'd have dealt with him already themselves.

I see no signs of gang activity with these crimes. If it was initiation, they'd be spread out so the heat wouldn't come back on them so easily. And if it was ISIS, they would have claimed responsibility long ago. LE is on the right track with this.

Yes, but conflating that with potential for a race war is over the top. This community is stressed. Those comments were milder than what I typically see on the average Facebook article.

I agree with this assessment. I think the person's main motivation is the sheer thrill of it and he is enjoying putting the entire town into a panic. He will not stop until LE stops him.

The only other way that I see him stopping is if he maybe gets thrown in jail for an unrelated reason. Since he has had this rage for around a whole month already I just dont see him stopping until he is forced to stop.

Which is very scary. This is a real serial killer I am afraid. Just like the DC Sniper with the difference being he is mainly on foot and he has not yet increased his frequency.

The community that this is happening is is very tense as I'm sure you understand so everyone is a little (or a lot) on edge. Talk of race does not help anything or anybody at this point. The only thing that matters is getting this ******* off the streets,the sooner the better. And I am retired LE.

Just happened to think of this. What if police were to put decoy officers out? They would be suited up under their street clothes in bullet proof gear.

Unmarked cars, with officers hiding in the cars would be scattered around the perimeter of where the decoy was. Or the officers could hide in shrubbery or numerous other places.

This killer shoots in the back, right? My opinion is the perp does not want to see a real bloody mess if he were to shoot in the head. I wouldn't want any officer killed.

I know it has been brought up previously in the threads, but I have to wonder why this previous incident is not considered to be in connection with the killer.

Victim was found less than 1 mile from other incidents, victim was last seen on a bus, and victim received upper body trauma (multiple shots to chest similar to Monica Hoffa).

Black man is shooting black people. One white person out of four victims.

Where or how does race enter this case?

Has it been reported of the many arrests made on how many were black vs white?

If the neighborhood truly wants this killer stopped, everyone of them have to be agreeable with LE tactics. The only ones, black and white, who would object are those who have a reason to dodge the police. Those people should go live with friends or family until this is solved.

I think it is too dangerous to use that method although I bet some officers have already volunteered to try that. I think the chiefs would not allow it due to the danger. Even if the perp was aiming for the back he could easily be off a little and catch someone right in the head or an arm or a leg.

Nobody wants anybody else hurt or morbidly wounded.

But they may be thinking of putting a good fake manican or two around. Or have a dummy in a vehicle with windows open. Then have that under surveilance.

I have seen fake cops sitting in parked cop cars in certain high traffic areas put there to slow drivers down.

In a great many communities in Tampa and elsewhere , there is a total lack of trust and respect for police and sometimes that will lead to silence no matter what is going on. Having said that, I don't think this neighborhood is like that.

Not that we presently know of, perish the thought - but what if this freak has people he usually lives with, who might no longer be living and not yet discovered?

After viewing the links, I think the guy captured on video during the break-in at the Boost mobile store could easily be the same guy. He even appears to have a similar gait and swing to his arms.

Food pantry to hold fundraiser where 4th Seminole Heights murder victim volunteered

Bishop Samuel Washington says because of low funds, on several occasions he’s had to decide between keeping the lights on in the church or getting food for the pantry.

“The Lord {has} allowed us to keep the food bank open going on 15 years,” he said. “And every time I think about closing it, he’ll send an angel to bless us to keep the doors open a little while longer.”

Right now, one of those angels might be Stan Lasater with the Southeast Seminole Heights Neighborhood Association. Lasater is helping organize a food drive in Felton’s honor this Saturday from noon to 2 p.m. in the church parking lot at 5100 N. Nebraska Ave.

The church welcomes all donations, but is in need of canned goods.
