FBI Asking For Public’s Help In Search For Missing Idaho Children

REXBURG, Idaho – A former FBI special agent told KSL that pictures and videos from the public could provide crucial information in the search for missing 17-year-old Tylee Ryan and 7-year-old JJ Vallow.

“If Tylee did meet her demise in the park, she seemed blissfully unaware,” said Ryan’s aunt, Annie Cushing.

KSL TV’s Garna Mejia sat down with former FBI special agent Karl Schmae on Sunday for insight on what agents might be looking for.

Schmae worked for the FBI for 22 years and retired as a supervisory special agent from the domestic terrorism squad.

“It shows that the FBI is casting a wide net, they’re turning over every rock, every stone,” he said.

“The photographs I think can be crucial in several different ways,” Schmae said. “There is the obvious part of looking at the photograph to see what’s on it.”

Schmae said what you can’t see from the images that might lead to more evidence.

“The metadata — all these digital images have this metadata, which shows things like time stamps and GPS location,” he said.

Mom of missing kids gets bond reduced to $1 million in Idaho

BOISE, Idaho (AP) — A judge reduced bail to $1 million for the mother of two missing children after her lawyer contended at her first hearing in Idaho that the amount had been set too high because of media attention. Wearing faded orange-and-white striped jail garb and bright pink lipstick, Lori Vallow Daybell spoke little but nodded emphatically whenever her attorneys mentioned her desire to vigorously defend herself against the child abandonment charges. A prosecutor said Lori Daybell had already defied one court order when she refused to take her children to Idaho authorities in February. The judge agreed that the bond should be reduced but also said he wanted Daybell closely monitored.

Daybell's attorney, Edwina Elcox, argued during Friday's hearing that Daybell's bail should be set at $10,000 and no more than $50,000 because she has no prior criminal history and the crimes she is charged with in the case are not violent.

But Madison County Court Judge Faren Eddins declined such a reduction after Prosecutor Rob Wood argued that Daybell is a potential flight risk and noted that she has recently lived in three different states: Idaho, Arizona and Hawaii.

Eddins required the following restrictions in order for Daybell to post bail:

  • She must sign a waiver of extradition for any and all court jurisdictions.
  • She must not leave Bonneville, Madison, Jefferson or Fremont counties in Idaho.
  • She must wear an ankle monitor that will track her whereabouts 24 hours a day, seven days a week.
  • She must maintain regular contact with her attorneys and make all court appearances as a condition of any release.

At last check, [Lori] Daybell was in a smaller segregated portion of the jail but is not in isolation, according to Payne. She can visit face to face with her attorneys and clergy, but all other visits are done through a video chat system.

A bond, also known as bail, is money or collateral paid to the court by a defendant to ensure he or she returns for future court dates. Once a bond is set, a defendant has three payment options to get out of jail: cash, collateral or a bail bonds company.

If Daybell decides to post bond through a bail bonds company, she would be required to pay 10 percent of the bond amount – $100,000 – along with additional jail and state fees. Two local bond companies tell EastIdahoNews.com they were contacted by Daybell’s representatives, but the businesses are declining to work with her.

As of Monday morning, ABC4 News content partner, East Idaho News reported Daybell had not posted bond and remained behind bars at the Madison County Jail.

If Daybell decides to post bond through a bail bonds company, she would be required to pay 10 percent of the bond amount, $100,000 along with additional jail and state fees. Two local bond companies told East Idaho News they were contacted by Daybell’s representatives, but they declined to work with her.

Running a bail bonds company can be risky because if Daybell fails to show up for court, it is up to the company to return her to custody or risk being liable for the entire $1 million.

“We have the paperwork ready, but so far, nothing has happened. We have done our due diligence as far as getting an ankle monitor, and we are ready if she does find a bondsman,” Madison County Sheriff Sgt. Isaac Payne told East Idaho News.

Larry Woodcock, JJ’s biological grandfather told media after Daybell’s Friday hearing that he was not concerned with her posting bail, emphasizing that their focus is on locating the missing children.

“It’s not about whether I like Lori or Chad. I don’t care what the judicial system does or doesn’t do to Lori. This is about finding two children. I want everybody to please keep that in mind,” said Larry.

He added, “If Lori gets free tomorrow, she’s free. But tell us where the kids are. That’s all what I want to know […] Anything more than that is just simply pudding on the cake.”

A preliminary hearing has been scheduled for Daybell on March 18 and 19. Madison County Prosecuting Attorney Rob Wood will need to prove there is enough evidence on the felony charges for the case to proceed from Magistrate Court to District Court.

What it takes to secure a $1 million bond

Even with the first two requirements, the bond agents insurance company has to assess the risk of issuing a $1 million bond.

To bail someone out, a bond company uses a power of attorney that allows the individual bond agent to indebt a surety insurance company.

"So ultimately, the state the insurance company is liable, but if they don't pay they come back against the bail agent," Evans said.

The bondsman can also put additional requirements on Daybell like a second monitor, house arrest, or daily check ins.

If Daybell does post bond, Evans says she would be released in less than an hour.

A-Affordable Bail Bonds is not the company working with Daybell's attorneys.

Exhumed Evidence: The Life & Death Of Tammy Daybell

“We did [the exhumation] as confidential as we could,” said Rod Oldroyd, Springville City administrative services manager.


Employees with the city’s parks department arrived at the Evergreen Cemetery at 6 a.m. that Wednesday to prepare for the exhumation.

“Many other people were here that had to be here – witnesses, county attorneys, the sheriff from Idaho, sheriff from Utah, coroners, coroners’ assistants, funeral director – all of that had to be done,” Oldroyd said.

Witnesses showed up by 6:30 a.m. and the exhumation began. By 2:30 p.m., Daybell’s body was back underground, Oldroyd said.

“I have known Chad and Tammy for a long, long time – as many people in Springville have,” Oldroyd said. “To this day, if I thought of Tammy Daybell, it would be that she’s smiling and she’s happy. That’s how she was.”

Gravedigging: A Daybell Family Tradition
A 1992 Deseret News article told the story of the Daybell brothers digging graves at Springville graves to pay for their Brigham Young University educations.

In 2001, Chad Daybell’s work got more attention. In another story published in the Deseret News, he told the newspaper reporter his experiences working as a gravedigger “left him with many memorable moments – from both the living and the dead.”

The article also stated, “Daybell said one of the most unsettling events occurred as he dug a fresh grave next to a plot notorious for being haunted.”

He explained this experience in his own words:

“As I hit the vault of the haunted grave, I just felt a real jolt go through me like electricity and I felt a presence there,” he said. “I just took off running and I didn’t even look back, but I could feel ‘it’ on my tail. I ran all the way to my office in record time.”

Daybell said his experiences at the cemeteries, combined with his previous experience working at a daily newspaper, “prompted him to record his tales of the bizarre and unexplained for a book.” That book is entitled “One Foot in the Grave.”
