I believe so. There’s definitely a relation to each other because both Chaz and Grandma have the Stephens name.
I’m not sure who Mom or Dad are, do we have their names?

(KAKE) -Kansas authorities say a missing 2-year-old girl has been found dead and a man has been arrested for her alleged murder.
The Kansas Bureau of Investigation said in a news release that Iviona Lewis, of Hoisington, was found dead in rural Barton County. Officer arrested 25-year-old Chaz Stephens for second-degree murder. The KBI said he is from Hoisington and was an acquaintance of Lewis.
The KBI said once an autopsy is complete, charged will be filed by the Barton County attorney's office.

According to the HPD’s Facebook page, Chaz Stephens, 25, has been taken into custody and was booked into the Barton County Jail on second-degree murder. Stephens was an acquaintance of Lewis.

EDIT- it appears Iviona disappeared from the grandmother's house, and her son lives there with the girlfriend. Just adding this to clarify I understand more now than earlier. Sick jerk.
