DETROIT (AP) — A newspaper reports a longtime friend of embattled Detroit Mayor Kwame Kilpatrick has received $109 million in contracts from the Detroit Water and Sewerage Department with Kilpatrick in office.

An analysis of records obtained by The Detroit News under the Freedom of Information Act and published Monday finds Ferguson's share of department contracts has risen more than 20-fold since Kilpatrick took office in 2002.

DETROIT -- It's a job only the mayor can do. That's how Kwame Kilpatrick sees it, even though others aren't so sure.

The Mayor's Office confirmed Wednesday that Kilpatrick's latest trip to Texas is related to a re-evaluation of how the city does its banking, and the mayor will announce those changes in a few weeks. While free on bond, Kilpatrick has attracted scrutiny for visiting the Lone Star State at least three times and declining to publicly explain why.

Kilpatrick vowed last year to find a new primary bank for the city after Comerica announced in March 2007 it was moving its headquarters to Dallas. He visited the city Tuesday with three city employees as part of a series of "surprise visits to cities using Bank of America as their bank," Dallas City Manager Mary Suhm wrote in an e-mail obtained by The Detroit News.

One banking expert said he's unsure why the mayor would be personally involved in negotiations about city banking.

"Kwame, God bless him, is not the most qualified guy in the city to check out financial institutions," said Justin Moran, who worked with municipalities when he was a bank executive in Detroit.

"It's ridiculous ... the mayor of a major city has got specialists who deal with these things. It's balderdash."

A federal investigation into possible public corruption in Detroit includes the City Council's awarding of a $47 million sludge recycling contract, according to published reports.

The Detroit Free Press, citing two people that it didn't name, reported Sunday that the chief of staff of City Council President Ken Cockrel Jr. resigned Wednesday after being caught on videotape accepting money.

Cockrel has confirmed that John Clark, who worked for him for eight years, has resigned but declined to elaborate. (more at link)

16 of the 18 local presidents of the American Federation of State, County and Municipal Employees union say they're joining the effort to recall Detroit Mayor Kwame Kilpatrick.

The union represents employees of the city of Detroit.

The move is a boost the the fledgling recall effort, and means a massive infusion of resources into the recall effort. (more at link)

The Michigan Senate has passed legislation requiring legal defense funds set up for politicians to report finances to the state.

The bills approved unanimously Friday are aimed at letting the public see who's paying the legal bills for elected officials accused of wrongdoing, including Detroit Mayor Kwame Kilpatrick. (more at link)

And Councilwoman Monica Conyers, who changed her position from opposing the contract to supporting it, is under FBI scrutiny, sources confirmed.
The Detroit News learned Sunday that Councilwoman Martha Reeves also changed her position from opposing the Synagro contract to supporting it, though it isn't known if Reeves, like Conyers, is under FBI investigation.

Council members Conyers, Reeves, Alberta Tinsley-Talabi, Barbara-Rose Collins and Sheila Cockrel voted in favor of the contract. Kenneth Cockrel, Kwame Kenyatta, Brenda Jones and JoAnn Watson voted no.

LOL...well no freaking sh#t sherlock! (I mean Carolyn!) And as for the extortion of the recycling money that just ticks me off to no end as I sit and wash out cans and separate trash I saw the trash truck come by the other day and put the recycling bin AND the regular trash into the same truck! I think that kind of crime is a lot more common than I care to think about. It is times like this that I want to move back to Europe for good....where recycling gets....you guessed it.....RECYCLED lol... okay...off soapbox now:Banane57:

Our reporting partners at the Detroit News are reporting that the FBI has electronic surveillance that links Detroit City Council President Pro Tem Monica Conyers to the Synagro scandal.

The evidence reportedly proves that Conyers received either a payment or payments in connection with the city-approved sludge contract.

Conyers was a vocal opponent of the $47 million a year Synagro contract, but changed her position and eventually voted for the deal when it passed by 5-4 vote in November. (more at link)

Sources say FBI is asking questions about Bernard Kilpatrick in probe of city contracts.

Bernard N. Kilpatrick, the father of Detroit's mayor, is under scrutiny as part of a wide-ranging investigation of City Hall contracting, people familiar with the case confirmed Wednesday.

FBI agents investigating a multimillion-dollar sludge contract awarded to Synagro Technologies Inc. have asked questions about Kilpatrick, the sources said. Kilpatrick chairs the county community health board and is a former top official in the administration of the late Wayne County Executive Edward H. McNamara.

Text messages obtained by the Wayne County prosecutor could lead to an amended perjury charge against Detroit Mayor Kwame Kilpatrick.

CHERYL CHODUN REPORTS IN THE VIDEO PLAYER ON THE RIGHT

Maria Miller, a spokeswoman for Wayne County Prosecutor Kym Worthy, said the amended charge would involve "sexual or romantic relationships" involving Kilpatrick and "other women," but did not say how the charge would be amended.

Assistant Prosecutor Robert Moran had warned attorneys representing Kilpatrick and Beatty during a hearing last Thursday that more evidence in the case had been uncovered and charges would be amended.
