Rich Robinson, executive director of the nonpartisan Michigan Campaign Finance Network, an open-government group, said elected officials use a myriad of nonprofits and campaign funds to spread influence and reward themselves.
"The oversight is so slight, the reality is politicians can do a lot with the money they get," Robinson said.
The escalating use of nonprofits by elected officials means they can even be more secretive about who supports them financially.
"There are very, very few public reporting requirements," said Robinson.
The Fund for Detroit's Future, for example, gave roughly $80,000 to Jerry Oliver when he was Detroit police chief, and spent $5,500 to send the mayor's wife, Carlita, to a Portland, Maine, school to learn how to train staff on protocol and etiquette.
