JAMES JOHN RUD
In 1983, Rud was charged with more than 75 counts of criminal sexual conduct, and pled guilty on August 15, 1984, to ten counts of criminal sexual conduct in connection with investigation of child sexual abuse cases involving two dozen adults in Jordan, Minnesota, at Valley Green Trailer Park, and the Quarry Campgrounds. Rud was committed as a sexually dangerous person (SDP) and a sexual psychopathic personality (SPP) in September 2010.

JAMES ALLEN BARBER
(born August 13, 1964) In 1982, appellant sexually assaulted a 10-year-old girl. The sexual abuse occurred twice during a one-week period. Appellant was found guilty of second-degree criminal sexual conduct, and placed on probation, which he successfully completed. In 1986, appellant sexually abused an eight-year-old niece and threatened to kill her and her family if she told anyone. In the spring of 1988, appellant sexually abused an eight-year-old nephew while he was babysitting him. Appellant stuck a knife in the bathroom door to lock it, got into the bathtub with his nephew, and sexually assaulted him. Barber completed his actual prison time in November 2003 for a 1991 first-degree criminal sexual conduct conviction for molesting a 7-year old female.

KENNETH “KENNY” STEVEN DAYWITT
At age 14, he was convicted of sexually abusing two 5-year-old children. At 18, he was convicted of false imprisonment and convicted of sexually assaulting a 15-year-old boy. The mother of the victim reported the molestation of her son by Daywitt, who was a friend and neighbor. Daywitt went to the home that morning to see the boy, who was sleeping. The boy allegedly awakened to find Daywitt fondling his genitals, his hand inside the boy's boxer shorts. Daywitt admitted to touching the boy's genitals to investigators. He said he is "not gay," but acted on an "urge." In 2014, at age 32, Daywitt ran for Moose Lake, Minnesota, City Council via a write-in campaign from inside the Minnesota Sex Offender Program.

KEVIN JOHN DEVILLION
(born 1964) Devillion sexually assaulted boys aged 7, 12 and 13 years. Devillion blamed his own father for horrendously beating him when he was young and setting him on his road to violence. DeVillion, who is 6-foot-3, and 260-pounds, said he was "misguided by some of the things I learned from my father." But he claims not to have sexually assaulted the young boys. He said he had them touch him while he masturbated. DeVillion was civilly committed because a judge found that he presents a clear danger to the safety of others and there is a substantial likelihood that he will engage in acts capable of inflicting serious physical harm to young males.

BRADLEY WAYNE FOSTER
(born December 1970) In February 1990, Foster, who was 19 years of age, was convicted of one count of third-degree criminal sexual conduct for sexually assaulting a 13-year-old female stranger. Foster observed the child walking on the street and invited her into his house. When she returned later, appellant provided her with alcohol and then forcibly raped her. In January 1991, Foster, who was 20 years of age, was convicted of fourth-degree criminal sexual conduct for sexually assaulting a 19-year-old female. In March 1991, Foster was convicted of second-degree criminal sexual conduct for sexually assaulting an 11-year-old female. In June 1993, appellant, who was 22 years of age, was convicted of one count of second-degree criminal sexual conduct for sexually assaulting two other victims. Foster was committed in 2007 as a sexually-dangerous person and a sexual-psychopathic personality.

PETER GERARD LONERGAN
In 1984, Lonergan pleaded guilty to second-degree criminal sexual conduct in connection with an incident involving the eight-year-old daughter of his sister-in-law. In 1992, he was convicted of first-degree criminal sexual conduct involving the eight-year-old son of his cousin. In 2006, a petition was filed in Dakota County District Court seeking appellant's commitment as a sexual psychopathic personality (SPP) and/or an Sexually Dangerous Person (SDP). After a five-day hearing, the district court ordered appellant's initial commitment as an SDP to the MSOP at St. Peter and Moose Lake, MN.

DENNIS RICHARD STEINER
1991, at age 41, Steiner pleaded guilty to repeated sexual abuse of four teen-age boys in Ramsey County, Minnesota. He admitted that he had sexual relations with the four teenage boys who, on occasion, lived in his house. Steiner previously had served one year in the Ramsey County workhouse after pleading guilty to having sex with a minor.

CRAIG ALLEN BOLTE
(born June 1987) In February 1993, at five and one-half years of age, Bolte was admitted into a hospital in Helena, Montana, after he smashed another child’s fingers and threatened to set a house on fire. His parents noted that he had been sexually abused by a maternal uncle. In February 2003, at 15 years of age, Bolte was hospitalized in Billings, Montana after sexually propositioning an 11-year-old girl. When Bolte was confronted by the girl’s father, Bolte threatened to kill him. In March 2003, Bolte was taken into custody at the Dakota County Juvenile Center after his 11-year-old sister reported that he had sexually abused her over the past two and one-half to three years.
