People across the nation will be turning on their porch lights for Hailey Owens tonight. It is the year anniversary of her disappearance and death.

"I was terrified. I was crying and I didn't even know the child. Just as a mother, my gut, I was absolutely terrified watching the news," says Ashlock.

As the events of that day and the days following unfolded, Ashlock says she decided to show support for Hailey's family. She helped organize last year's vigil and this year put together a nationwide movement "Porch Lights for Hailey"

SPRINGFIELD, Mo. (KSDK) - The abduction and murder of a 10-year-old Missouri girl has sparked changes to the state's AMBER Alert system.

Wednesday marks one year since Hailey Owens disappeared in Springfield, Missouri.

These changes come after the girl's family pushed for reform.

An AMBER Alert was sent out about 2 hours after Hailey was abducted. Her family thought that was too long and a shorter response may have saved her life.

Since Hailey's death, her family has asked for a faster AMBER Alert process.

He says changes have been made in response to Hailey's death. They include streamlining the alert so information can go out to everything from billboards to Facebook at the same time. Also, an increase in training statewide for officers filing out the form and making those forms digital.

A year ago, law enforcement would have to fax their AMBER Alert application to the highway patrol, now they can email it.

"We can't bring her back, the least we can do is protect the children that we still have here," said her stepfather.

"Hailey's Law" is legislation still being discussed in Jefferson City. The bill would create an oversight committee to discuss more potential improvements.

Prosecutors are seeking the death penalty for Wood. The date for the start of the trial has not been announced.

The improvement and "Hailey's law" is being voted on in the Missouri House and Senate this week. This law will expedite the time it takes to get an Amber Alert. Sure everyone remembers it took two hours to get the HP to issue an Amber Alert in Hailey's case. Meanwhile the vehicle she was abducted in was less than 5 miles away.
Hailey's family has followed this progress and drives to Jefferson City to any Committee meetings and such. The Committee "fast tract" the law to the floor for a vote.

For the life of me I do not understand why it should take two years (one already passed) to bring this case to trial? The investigation concluded a long time ago. There was only one crime scene, other than where Hailey was abducted. Test results and DNA done a long time ago. There isn't even a Court action on the docket for this case. The Defense requests a trial not before March of 2016. I understand they would like to delay as long as they can, but SERIOUSLY. They have had discovery for a LONG time.

I believe there should be laws to protect victim's families from having to endure such things. Or at least Judges that will not stand for it.

I wanted to bump the FB page for the Hailey Owens Memorial page. This site was set up by her parents and they provide as much information as they are allowed to while this case proceeds at a snails pace in the Court system. There are also updates from them on Hailey's Law that has passed the House with a vote of 152-0. It is now in the Senate.

Any updates about Hailey's case recently? I hope Hailey's family are doing the best the can under terrible circumstances. It is terribly sad Hailey is not alive and loving life.

Retiring judge Dan Conklin recused himself from the case Tuesday, and the case was assigned to Judge David Jones on Wednesday.

Conklin, who is set to retire in July, said ideally he would have kept the case until it could be passed to his successor, but he did not want to slow up the process anymore so he recused himself this week...

Wood's last court appearance was in October. A trial date has not yet been set.
