An interesting profile of NC medical examiner Clyde Gibbs and the NC unidentified. It includes the NC UID database and an interactive map.

It's that teamwork, Gibbs says, that he relies on as he tries to name North Carolina's 115 unidentified people, including the boy dumped below a Mebane billboard more than 15 years ago.

"The Mebane kid would be a very closing case for me," Gibbs said. "I've lived with (him) for all this time."

I wonder why he had money on him and why it wasn't taken from him after he died.

I have absolutely no idea how the logistics of this would work but he certainly looks an awful lot like this boy who went missing in Portugal in 1998

I wonder if this child was younger than 10 - 12 years old. Of course he may have been small for his age, but his height, weight and even his shoe size all fall within the typical range of a 7- or 8-year-old boy. The only child I found in NAMUS that could potentially match the 7/8 age range is Peter Kema of Hawaii.

Peter is of Filipino, Spanish, Chinese and Hawaiian decent. He was last seen Sept. 1997. There are conflicting stories as to his disappearance. His father states that in 1997 he gave Peter to a woman who was moving to Florida. Though it appears Peter may have never left Hawaii and died at home, plane tickets were discovered that could provide clues into Peter's whereabouts. Based on circumstances, I think it's a longshot, but. . . ???
 
You could be onto something. Collage of Peter's photos with various reconstructions shows a pretty strong resemblance. Note the ears.

I've always thought the reconstruction looked like a boy younger than 10, but usually things like the dentition and bone growth give a pretty accurate age. I know things like nutrition can make an older child appear younger, but I don't know what might make a child appear older than they are.

Bumping.

I believe there are three options.

1) He is Ben Needham, who vanished in Kos, Greece, in 1991. If he died in the summer of 1998, he'd have been 8 years old.

2) He is Michael Dunahee, who vanished in British Columbia in 1991. If he died in the summer of 1998, he'd have been 12 years old.

3) He was never reported missing and - reminiscent of the Adam Herrman case - is possibly adopted and his parents carried on collecting the money.
 
Money theory: If you are an illegal immigrant, you are likely paid in cash or you cash your paycheck. If you have a lot of cash on hand and no bank account or mattress to hide it under, you might spread it out among your family members in case you are robbed. The person who dumped this kid probably had no idea he would have cash and did not bother to look.
 
This case frustrates me so much! A young child left beside the highway, and even after all these years no one has come forward. My thoughts on this case is that he was an unreported missing or an illegal immigrant. His family either was responsible for his death or knew of his death.The $50 in his pocket might be his earnings from working for the harvest or maybe was his allowance.
Possible Scenarios:
1. He was murdered by someone in his family or someone in the migration group. If they were illegal immigrants, they might be reluctant to contact the authorities. This case reminds me of (Baby Hope) Anjelica Castillo's murder case.Two cases of children, possibly Hispanic found beside the highway. In Anjelica's case, her adult cousin was responsible for her death, and her family never reported her missing in fear of being deported. Another scenario is that there was a sex offender among the group. Could the fact he was found without a shirt be of any significance?
2. Maybe it was an accidental death, maybe while working. There was no physical evidence that There was no physical evidence that suggested foul play other then the suspicious way he was laying when he was found (the way he was left suggested he was dragged to the location). Since they were far from home maybe they didn't give him a proper burial? If they weren't from the area and assuming they probably spoke little English, getting burial services wouldn't be easily obtainable, and possibly be more then they could afford. Not probable but who knows? Maybe asking around to figure out what traveling groups do whenever someone dies unexpectedly.
3. What if the immigration/migrant group theory is wrong? What if he was a child murdered by his parents/caregivers/foster parents? Like the Adam Herrman case, which wasn't reported for 10 years! What if this child fell through the cracks? Maybe the money in his pocket was his allowance for doing chores or money for a boy scout trip/summer camp event. I'm thinking as to why a child would have $50. My first thought is when a child hands in money for a school field trip to the teacher; however, If the migrant group is correct, he could have earned it as a laborer.

Some questions I have:
1. Does anyone know anything specific to the area he was found in? It was a service road not easily accessible from the highway or well known by non-locals or something along those lines. Who would be using the service road?
2. How close was the harvest or the migration groups usual known areas to the location the boy was found? Was it close enough he could have been dragged there? Or was his body transported by car?
3. Have they done isotope tests on him to see where he has traveled? I know they did this for the Allenstown Four, and I think it's a must to prove or disprove the migrant group theory.
4. What do traveling groups do when somebody dies suddenly? It's a curious thought.
5. Is it the same migrant group each year? If so, have they been questioned?
6. Why were his shoes in still a new decent condition? Could he have bought them that day with his assumed harvest earnings?

Dentals: Available. He had no dental fillings but teeth 3, 4, 13, 14, 19, 29, 30 had preventative sealants on the surfaces to help prevent cavities and decay: no cavities; teeth 4, 13, 20 decidious. He had a slight overbite and his upper canine teeth were high erupting canines, which are commonly referred to as "fang teeth." These teeth may have been noticeable to others when he smiled or spoke.

Question regarding the dental sealants - would migrant workers be able to have this sort of preventative work done on their children? I'm not sure how the dental insurance works in the US. I know that in Canada, without insurance you'd be paying out of pocket for something like that.

Also throwing it out there, if he wasn't murdered by his mom or her boyfriend, Anthony Moya?
