Medicaid pays for them until age 18.

there are dental clinics for migrants in some places too. (illegal immigrants cannot receive Medicaid, but this child may have been American born)

Question regarding the dental sealants - would migrant workers be able to have this sort of preventative work done on their children? I'm not sure how the dental insurance works in the US. I know that in Canada, without insurance you'd be paying out of pocket for something like that.

Also throwing it out there, if he wasn't murdered by his mom or her boyfriend, Anthony Moya?

Most agricultural migrants are legal; they enter and travel under a special agricultural visa. Sorry, I don't remember the exact name.

some are. some aren't, there are plenty in CA's central valley that aren't. im glad that agricultural visa is available.

How accurate is isotope testing? I only ask because I found a boy who went missing in 1998, same height, hair color, and appeared small for his age. Pictures of him surfaced among thousands taken by a paedophile ring. The missing boy's name is Rui Pedro Teixeira Mendonca, kidnapped in March 1998 in Portugal, the paedophile ring was international, he has never been found.

Information sought on remains of boy, girl found in Orange County in 1990s

The National Center for Missing & Exploited Children has released new facial reconstructions for the remains of a boy found in 1998 and a girl found in 1990.

The boy, whose age was estimated to be 9-12, was found on Sept. 28, 1998, in heavy brush along Industrial Drive near Mebane. The boy had been deceased for several months.

Sorry I didn't see your question earlier.

I've been told by LE contacts that they'll use isotope information to point to possible investigative paths, but they won't use it to rule anyone in or out. You'd also have to know how far back their sample went; if they used his relatively short hair, he could have been anywhere before he was in the southeast.

I'd say it's worth calling it in. Portugal to Miami is a likely trafficking route.

Remains found 20 years ago may be of boy missing from Georgia
Two decades after skeletal remains of an unidentified boy were found off a busy Interstate thoroughfare in North Carolina, officials believe they have finally determined what he may have looked like. Now, they're hoping someone will recognize him and help put a name to the face.
What's more, chemical isotope and pollen testing have revealed that the boy was likely not from North Carolina, but from the Southeastern region of the U.S., most likely Alabama or Georgia.

Recent forensic testing has led authorities to include Georgia as the possible birthplace of a boy whose skeletal remains were found nearly two decades ago in North Carolina.

The testing of isotope and pollen forensic samples showed that the boy was not from North Carolina but was likely born and raised in the Southeast U.S. — with the highest likelihood in Georgia or Alabama, according to a news release from the National Center for Missing & Exploited Children.

Also, new facial reconstruction images completed by the center's forensic artists were also released. The images were made from a CT scan of his skull.

What always interested me was the amount of money in his pocket. $50 to me would be a lot to a kid. When I was around his age I thought 20 bucks was a lot! Another interesting thing would be how he obtained the money. I'm guessing under the table work. When I first found this case 7 years ago I read that his body was found not to far from where traveling harvesters worked during various seasons. Did investigators ever question the group the following year?

The money and the clean clothes made me think somebody might have been forced to leave him behind (and included the money for funeral expenses.) That would imply either migrants or other traveling groups (carnival for instance) or possibly a violently abused mother who had to leave him quietly.
