Btw, I had no idea Rifkin dumped in threes, because in that documentary I posted earlier he disposed of the victims all over and even in the water one at a time.
You are correct... he spread his victims all over... the ones not found he claims went into the water.

After his arrest he led police to bodies and told police identities of Jane Doe's. It's possible he's not telling them about others, but I don't think so. He's very proud of them. I do not think he would give a lower body count. He might refuse to tell them where they were, but if there was more than 17, he'd give them a number.
He only ever buried ONE of his victims, #15 I believe and she was found when someone saw her hand sticking up.
He definitely did NOT bury them in 3's. Or even dump them in 3's. He dumped them one at a time, though he did sometimes keep them for a few days.
He did say
in January 2011 that he chose one disposal method and then used it for 3 bodies... but even that doesn't add up. 4 in oil drums, 4 and a half on land, ten and a half in the water, only one buried. Technically it is 2 and a half not found, they found the first one's head.
3 in creeks is the only set I see, those were in order... I believe 7-9.
Dismembering was 1, 2 and 12 I believe. Not in order.
The East River ones were 1, 2, and 6 but only part of 1 and 2 were put into the East River.
So it's not like he picked dismemberment, then did that with 3. Then moved onto the East River, did that with 3...
I also find it VERY interesting that he did this interview about the sets of three, AFTER the set of four was found on Long Island. I don't recall hearing about that before.

There were mini clusters, little sets of three, Rifkin said. Three were dismembered. Three were in oil drums. Some were in water. Some were on land. Its like my own little nightmare scenarios.
