The watcher was probably nervous just sitting there, waiting. S/he knew approx. when/where the school buses came to pick up the neighborhood kids, and knew to get it done as early and quickly as possible because s/he knew a lot of the neighborhood folks get moving early on weekdays. Of course the shooter wanted to get in/get out asap. On this day, however, the shooter had a good excuse to be hanging out there -- the garage sale would be good cover for a strange vehicle and a not-from-this-neighborhood person to be hangin' out. Perfect situation.
(But we know that "perfect" doesn't happen in real life... We know.)
This person knew one or the other or both of them well enuff to have a reason to do it.

You just added another good possibility to what may have been happening that morning -- Indeed the shooter had to be careful and appear at her house at the right time -- not too early and not too late -- s/he may well have had a neighbor or someone nearby helping -- when would the killer know the coast is clear other than passing by the street multiple times? OTOH, I have seen garage sale people just "camp out" and wait for the sale to get started. At that time of day, probably most of the neighbors on that street would have been pretty busy and possibly not have noticed a strange car. We may never know what made the shooter arrive when s/he did -- the timing was near-perfect so far because it seems that no one saw anything. But let's hope a neighbor saw a lot and is working with LE.Not only that, but the shooter had to know she was going to be outside setting up for the garage sale. And the shooter knew it was her because otherwise wouldn't they have checked first before putting bullets into her?
So....was there someone helping the shooter who told them "Do it tomorrow morning as she will be outside early setting up for the garage sale". Or maybe, "She's outside the house. Now's your opportunity." Who knew that? Sorry @borndem if that is what you were saying. I can be dense sometimes.

Agreed -- No way it's random. Plenty of planning and timing went into this one. On the video, Liz appears to be on her phone before/as the shooter is coming up her driveway. She is also gesturing with her arm while she is talking. Someone has pointed that out and I also noticed it when I've looked at the grainy video.
Another theory is this: the shooting is not related to the Star Wars group, but the person behind the killing wanted it to appear that way, and that is possibly the reason for the strange outfit and the reason for other aspects of the killing too.
