I spoke with Tom Bean a couple of weeks ago, and asked him again if anything is in the works with regard to doing forensic genealogy for WCJD.

He said that they are working on things in this regard, but he wouldn't elaborate.

My impression is that they have some organization working on it, but are keeping very tight-lipped about it.

Genealogy will solve her case! I wonder if her shoulder wound had any trace of saliva or DNA
 
This is very good news, and I’m especially hopeful since so many have been identified finally! 2021 is WCJDs year!

I pray that this year WCJD is finally identified, this case along with others such as Princess Doe, Swimsuit Boy, Finley Creek Jane Doe, Beth doe and many more are finally resolved
 
On who could have killed WCJD, I've always wondered if James DeBardeleben might have had something to do with it.
 
Hi, thank you for being here! I have always wondered what exactly Kati’s hair color was. It is hard to be certain from the picture. I had first thought it was blondish but taking a look at these pics close up it looks it is much darker. I was wondering if you could clarify. Thank you!
The picture was taken just minutes from getting out of the swimming pool can't remember if her hair was lighter or darker but I remember her hair style big wings like feathered.
 
Some general background about DNA work--source on this is a conversation I had at the end of 2019 with someone from the MA forensic labs. I asked her general questions and she gave me general answers. There's been a lot of progress since then so much of this is probably outdated.

In many states, LE either is required to only work with accredited labs, or prefers to do so. The work from an accredited lab can in most cases be taken directly to court, or used for legal identification. Other labs are considered investigative tools, and any results have to then be confirmed through formal channels. There are privacy issues, too. In most states, there's an approval process required to use outside services, and that can take a couple of years to get through. In Florida, for instance, you used to have to show that you had exhausted all other investigative options to justify the privacy invasion (though I'm told that may have changed recently).

Accrediting is usually on a state by state basis. A lab that is good to go in Massachusetts (where I am), for instance, might not be accredited in New York State, or vice versa. Last time I looked, there were at least two professional associations for forensic genealogists, with 70-100 members in each (some overlap). A local case where they needed genealogy services had a choice of a couple dozen agencies that were accredited in Massachusetts. But only two of them had room to take the case. The others were all backlogged several months to years.

This doesn't even get into the issue of who pays for it. Besides multiple agencies usually being involved, many LE agencies aren't allowed to accept outside funding. And that usually requires multiple cycles of funding approval after you've obtained permission to do the work. In Massachusetts, it can even involve getting a special legislative appropriation. :eek:

I don't know how or whether any of this applies to Texas, or to WCJD's agencies. But I thought it might help people understand some of the things that could be going on.
 
I am optimistic about this year being the year we find out who she is as well. It will be a great day for the websleuth community but I dont think none of us will be as happy as Carl. considering the hundreds and hundreds of hours he's put into this case.
Speaking of which she would be close to the same age is Carl, but forever is a child due to being murdered by some sadistic pedophile whose DNA is hopefully on that sandal(s) that still remain undisclosed to the public.
 
If Tammy Surdam was from a tall family, I think 5 ft 10 at 12 is believable. I don't think she looks like WCJD, but what a tragic case. Also so very young, and her family "wasn't concerned initially." Hello??She was TWELVE?!?

could there have been any way that she was possibly preg at one time and it was accidently over looked due to her again and the thought that she was raped by blunt force trama. this young girl hemoraged to death and was strangled. i thought i had seen somewhere that she may have been possibly frozen before being dumped. just curious...
 
Hmm....I have been following this case for a while now. Never read about hemorrhaging to death or being frozen.
This poor girl was overkilled...
Brutal and with alot of rage.
My feelings are she was never reported missing. Why? Foster home or chronic runaway....
Someone wanted to humiliate her in my opinion. With this amount of rage, I find it hard to believe they did not commit something like this before....or after. She was young and must have been terrified! Makes my stomach churn. I want her name back and justice for her, if this person is even still alive.
 
i strongly agree there is just so much confusion with this case i just hope for it to be solved one day. i have ask how i would be about to have my dna testd with her do to the fact my randfather had a love child that has always been out there somewhere and she holds such a strongly resembles my family and mom
 
I'm not sure where this information is coming from about her being frozen? I checked the temperatures for both the 31st of October and November 1st and basically between 50-ish to low 70s. She was brutally attacked, and probably would have bled out, but everything I have read indicates ligature strangulation as the cause of death.

You certainly could succumb hypothermia if dumped naked in 40-50 degree weather, esp badly injured, but it sounds as though she was already deceased from being strangled.

Do any of the other details about her fit? I don't know about the DNA part, and hope someone answers, but if the age, location and so on match a missing relative--which technically your "grandfather's love child" would be--I would hope your family could come forward and be listened to. Is your grandfather still alive?

I flagged it for our resident expert to come answer your questions. Might take a day or two; he's often busy.

He's the one who does the very good reconstructions we have on site.
