Regarding the role of the grand jury in Texas, one point worth mentioning:
There will not be a GJ looking at anything here, until someone is arrested. While a GJ can issue an indictment without a prior arrest, it's highly unusual, and is typically done when there is some need for secrecy in the disclosure of the crime itself and fact that LE knows about it. Obviously that's not the case here as the fact of the crime is front page news. The next thing in this case will be an arrest.
