All this time he does not get off his seat, does not wave at her or speak to her. Then he gets in the car. After that I am sorry but I could not see what was happening in the car with the tinted windows and all. But they left and he was driving. Sure he could call police but honestly if the police are called over every tiff that appears the least bit off/abduction-y then they will soon be very overburdened. People often meet in parking lots
