I feel like he ran into Burger King because of chest pains and it was the closet thing he could find. I don't think it had to do with lunch because the report says he said nothing at all upon entering and before dying.
i agree! i don't think it had anything to do with getting food. i think this was the closest place to run into because he knew something was wrong. I also don't think he was out for a jog in those boating shoes. I wonder if he had any money on him. I'm leaning towards no because he didn't have any ID on him or a credit card with a name on it or else we would have a name for him. Hmm
Also, if he was rushing to the bathroom, then that would shrink the radius of the places he was running from.
I haven't seen a map yet, but as was mentioned upthread, he may have been coming from one of the gas stations. Are the stations super-plexes or little businesses with no public bathroom?
I know when I'm traveling, I prefer to make pit stops at fast food joints before I'll use a gas station's facilities. A matter of convenience and sanitation.
Theory 2: he was hitchhiking. His ride stopped for gas. He said, "I need some lunch."
His ride said, "Okay, but hurry, because I'm not waiting for you."
So he ran as fast as he could to Burger King. His ride finished gassing up and whatever else he needed to do. Our guy wasn't back yet, so the driver headed back on the road to wherever he was going to, not realizing his passenger was in trouble.

Not to be rude about it, but bystanders and others in a more official capacity have been known to help themselves to things. I have heard of trouble identifying plane crash victims because no one has a wallet on them.
He might have been recently retired (last 2-4 years) and followed his dream of having a boat and traveling around the world from port to port. I know that used to be my retirement pipe dream; lots of people follow through.
A typical pattern is to sail around the northern coasts in the summer and make your way down to Florida or the Caribbean after the hurricane season, as winter gets closer.
2011 was very stormy on the east coast -- Irene was the worst of it, but not all of it. He could have put in for a couple of weeks to repair the damage.
And if the last his family heard from him was before one of the storms, they might think he was lost at sea.

They look similar-- but while I was looking I saw some possibilities from Canada and other areas that fit the bill also. Unfortunately their missing pics were even worse than the UIDs pic.
