Although I'm not sure the news sources specify that the RO applies to the minor bio child, the fact that he got an RO, has the minor child with him, and has issued a statement with other family members stating that "Any actions taken by the investigation, or by us, are based on the best interests of Kyron and Kiara and comply with the law" tells me 100% that the RO applies to the minor bio child. Otherwise Kaine would have no legal right to take the bio child from the mother's custody.
As the biological father of the child he would have the right to take her from the mother's custody. There is no law that says woman somehow have more parental rights than men. Notice that he fought for and got custody of his son, he knows how it works.

Presumably he doesn't want her to have access to the baby, because he's afraid she might either harm the baby on the spot or try to make a run for it with the baby. My guess is that the purpose of the restraining order is focused more on the baby than on Kaine. Though he may well be worried for both of them. After all, if she did something to Kyron, she's capable of just about anything, and if she's starting to get the picture that "the gig is up" for her, she just might try to take out the whole family with a sudden violent act. Plenty of crazy, selfish people decide to kill their whole families along with themselves when they find themselves up against a wall.
Kyron Horman's stepmother was served with a restraining order and a petition for dissolution of marriage at 6 p.m. Monday, a law enforcement source confirmed.

I have to wonder what dots were connected for him over the weekend by the LE investigation that prompted his (and Desiree & Tony's) actions today.
They made it clear on Friday, on a national junket, that Kaine & Tony were speaking on behalf of ALL FOUR of Kyron's parents.
Today - Not anymore. That family statement came from but THREE of Kyron's parents.
So...what happened?
Did they find Kyron?
Did forensic evidence come back?
Did witness statements confirm Terri left school with Kyron?
Did video reviews?
Did the searches find other evidence?
Did Terri fess up with regard to her involvement?
Did Terri confess?
Did Terri give up another perp?
Did another perp give up Terri?
