I think in her left hand she has an envelope for evidence collecting, she is probably collecting evidence. The location the flag the specific number to that piece of evidence but is removing the evidence and putting it in the envelope. Each bone and what ever evidence was collected.

this one may have been found in sift. they were trying to locate where the person who found the remains may have been located. this may have been a sift bone.
