Been on vacation, trying to catch up.
Okay, I have a theory and it ties into why LE refused to release the video from day 1. Perhaps in addition to the kidnapping, the security footage also picked up Keyes burglarizing a vehicle in the same parking lot. Notice how closely the description of him matches the description of kidnapping video as well. Perhaps "person A" is referred to as such because they are a conglomeration of the footage, the actual victim, the police, etc.
They went out of their way to say that he was armed and has "obscured" himself from being identified. Is it possible both of these incidents took place at the same time???
It would explain why releasing the video would compromise hunting him down. They could have been just praying he would use that ATM card and were just waiting. As to how he could have gotten the PIN, that part I don't know. Either he already had that info ahead of time or he got it from Sam.
Otherwise the story of someone just happening to note a person ransacking their car, failing to report it and then letting multiple withdrawals occur sounds too farfetched.
