I think the answer to this is it depends on the trim package on the car. OnStar is standard across every 2014 Cruze. See section bolded below.

Chevrolet Cruze
OnStar I believe is on every car and requires a subscription. We had gone through the car specs in Thread 1 to explain the options but here is Chevy Cruze 2014 manual to explain the Infotainment system which is different from the OnStar.
