Australia - Pheobe Bishop, 17, failed to board a flight from Queensland, Bundaberg, 15 May 2025 *Arrests* #4

This article in Bundaberg now suggests that there was a community transport van available through Smileys support services.

Was it unavailable the day PB needed to go to the airport? Might have been a preferred option given the circumstances.

"Kylie said one of the recent initiatives to support the local community was when Smileys Support Services added a new mode of transport to benefit locals.

She said the organisation decided to purchase a van when it found there wasn’t a suitable vehicle available in the area.

“We discovered we didn’t have access to one in Gin Gin and some people in our community weren’t able to access appointments, social events,” Kylie said.

If purchased by NDIS it is probably only for NDIS clients. We have never seen that PB was a client.

Thanks @Marg944.
I cant find a newspaper for Gin Gin and unfortunately I don't subscribe to the Courier Mail so I cant check those articles. It looks as though thats the only newspaper for the region?
I’ve been thinking that maybe we need to move closer to the action up north, and escape this Winter weather down south! Maybe then we could access the news via the libraries…. and the courts. So many crimes in Queensland that are here on WS.
Cairns could be central to most matters ….. today’s temp in Cairns 26C.

That's a very good point. The article is only 1.5 years old, I'd assume that the Smiley's Support Service van was still in service. If PB had've had access to this transport, we might not be here discussing this now.
Is there no public transport in this area?
Bus connections between the towns?

I had recently read on a local group that there is a bus that leaves every morning at 7:10am to Bundaberg, however since then I have seen locals complaining about lack of a bus service to Bundaberg. I think I might have interpreted it wrong and that it might have just been the school bus.

Red Suburbs Crime Map pages show the various crimes in Gin Gin - but only as recent as 2024. Nothing for 2025 so far.

I don't think those crime stats are an accurate reflection of what actually happens in the area, and I think part of the problem, like a lot of small towns, is the lack of police presence. Gin Gin Police Station open hours are 9am to 12pm Monday to Thursday.

I very frequently read posts on local groups about break-ins, stolen vehicles, scope outs, etc. Information I've heard from locals is that there are a lot of unsavoury types in Gin Gin / surrounding areas. Drug addicts, welfare fraud, generational crime families, ex-cons, etc. And the locals' sentiment seems to be that the police are nearly useless.

If police were more active in the area, I think those crime stats would be way, way higher.

In response to PB's disappearance, there was recently a petition made for more police in Gin Gin, and the organiser stated that some people were too scared to sign it.

Gin Gin woman Tanika Bromley remains in custody on weapons charges

“A Queensland woman facing multiple weapons charges will remain behind bars while prosecutors prepare a brief of evidence.

She is charged with six offences, including possessing a knife in a public place, unlawful possession of a short firearm in public and possessing explosives without authority.

Legal Aid lawyer Alexandra Sanders told the court she was seeking a full brief of evidence from the prosecution and requested the case be adjourned until August.

Ms Bromley has been in custody since June 5.

The matter will return to court on August 11.”

So the Solicitor must have combined the charges with her lover boy. He is listed to appear again in Bundy court on the same date, 11th August, 2025.

MOD NOTE:

Effective with the arrest in this case, sub judice is in effect and will be until a trial has concluded. For anyone not familiar with the judicial principle of sub judice, please review the following.

WS is based in the USA but we do try to manage the various discussions to comply with laws of other countries.

As this trial is in Australia, the case is under sub judice so please avoid anything that violates the following principles:

Basically anything that may prejudice the accused’s right to a fair trial
Any suggestion, opinion, or direct accusation that the accused is either guilty OR innocent
(i.e. the accused cannot be called "the killer"; use "the accused", "the alleged killer", or "the defendant")
A defendant’s previous history of any offences is off limits
Scandalizing the court (disparaging judges, lawyers, any officer of the Court) is off limits
Broadcasting anything about proceedings which happen in the jury's absence is off limits
Any non compliance with an Order of the court is off limits

Note in the event of an Appeal subsequent to verdict:
Appeals are usually heard by senior judges who are not likely to be influenced by the media, therefore responsible comment is usually considered acceptable once a trial has concluded, regardless of if there is going to be an appeal.

Posts that are determined to constitute a violation of sub judice will be removed. To avoid this, please review the following from the Victoria Law Reform Commission and post accordingly:
10. Sub judice contempt: restricting the publication of prejudicial information
And THIS is why Websleuths has the credibility and respect it has - because not only is the site fact-based and victim-friendly, but also because it respects and adheres to the laws/rules of other countries.

what is a 'scope out'?

what is a 'scope out'?
Same thing as casing a place. Observing to gather information for planning a crime. Either by foot, car, or even out here, drones apparently. Never seen one myself, but have read a few complaints.

You will have to click on the link for all the information as I don’t think I can copy all of it. The NDIS has placed a 6 month ban on TB. I am not surprised this has occurred & I think the 6 month ban timeline reflects the process whilst further investigation occurs specific to the NDIS but point 3 I found interesting

“engaging in activities that would be undertaken by an auditor for a NDIS provider, to the extent that those activities relate to NDIS supports or services;”

I find it interesting her current ban is only for 6 months considering she has been charged with murder. This ban was put in place 7 days after she was charged.

Do you mean court date? 23rd June.

Summarised using 10% rule:

"Tanika Kristan Bromley, charged with the murder of 17-year-old Pheobe Bishop, had her bail on separate weapons charges briefly revoked in Bundaberg Magistrates Court on June 23, only for it to be reinstated hours later. Initially, her legal team sought revocation to count custody time toward a potential sentence, but they reversed this strategy. Bromley remains on bail for the weapons charges and in custody for murder and misconduct with a corpse charges related to Bishop’s alleged killing in May. Human remains found in Good Night Scrub National Park were confirmed as Bishop’s. Bromley and her partner James Wood, also charged, claimed they dropped Bishop at Bundaberg Airport, a claim police say is false. Bromley’s next court date for both matters is August 11."

TB has not been found guilty of any charges at this point in time. Further there are no charges against her related to NDIS. She has been in custody since the murder charge so the ban is a moot point in reality physically, with the exception of the 3rd point related to audit activity. That I imagine a person could be involved in whilst in custody. I interpret it positively as the NDIS Commission undergoing their process of due diligence.

This is very interesting.

The ban is in effect from from 13th June 2025. If this were related to the weapons charges, you would think it would have occured much earlier in the year, i.e. when she was first charged (Feb or March this year?).

So, that would that mean that it is related to PB's murder?

According to news outlets, such as this article in the Daily Mail, PB's mum confirmed PB had a disability, severe enough that she required alternative schooling.

This partially lends credence to my theory (MOO)(and what others have speculated) that PB might have had NDIS funding, managed by either TB or PB's mum's NDIS company, and that could be the motive behind the murder.

Pure speculation but let's say - they get close to the airport, PB tells them that she's not coming back. They see loss of income, and while enraged murder her. Doesn't sound quite right. Not enough motivation. Maybe she tells them she's not coming back, and that she will report them for NDIS fraud... ? Very possible. All MOO.

NDIS Commision Banning Order Policy:

"Banning orders are considered the NDIS Commission’s most serious compliance and enforcement tool and will therefore only be appropriate for the most serious cases of poor conduct.
A banning order is intended to apply in circumstances where it is the most appropriate regulatory option to protect and prevent people with disability from experiencing harm or detriment arising from poor quality, fraudulent, dishonest or unsafe services provided under the NDIS."

Yes I agree it seems to insinuate that there will be an NDIS audit/investigation at some point re the involvement (or not) of TB / PB / & Smileys prior to PBs death

"Woman charged with Pheobe Bishop’s murder

to face all charges in court later this year.

The charges brought against Tanika Bromley, which include murder,
will be heard together in August.

Tanika Bromley’s existing weapons charges were briefly mentioned in Bundaberg Magistrates Court on Monday.

The court confirmed all charges,
including murder and interfering with a corpse,
will be heard together
at a committal hearing on August 11.

She has not entered any pleas."

Is JW also charged with murder or did he (allegedly) assist TB ?
