Just my opinion, but I believe FACS would have insisted the two children remain together in a home. FM had apparently developed a bond with the girl, but not so much with W, from what I understand. If he was seen to be the problem-child, seen to be creating issues with FM, his sister, perhaps even between FM and FD in their own relationship(?), who knows? If they wanted to give W back and get him into a different home, but keep his sister, that may have not been on the table as a possibility. That is the same, imho, for if W had an accident - if FACS would then have been under pressure to remove any remaining foster children from the home in such a case, they would also most likely be looking at losing his sister. imo.why would ffc hand william over to someone though instead of just telling facs she couldnt cope with him and get him into another foster home?

I typed the exact opposite of what I meant.Possibly via a fake ID.. for a child adopted from outside of the country at age 3? We hear lots about identity theft, human trafficking, fake IDs, etc., so some must be getting away with it somehow? If LE didnt do appropriate investigations in the beginning, is it possible someone could've very quickly left the country with him, to be raised somewhere else where things are scrutinized the same way? Or... just toss my thought in the not-possible bin?

So, it was really miraculous in a way that WT had no waiting time at all when he was removed from the BP's care?! He was never placed into alternative care before being housed with the FFCs.... And Lindsay was with permanent carers however that changed with WT's ordered removal?I don't think so.
While children's services like to keep families together, if they can, there is a documented shortage of foster parents. I doubt that child services could be so picky.
William and his sister would not be the only siblings requiring foster placement. I think the 'demand' (on the system) for joint foster placement would be high, and the supply of homes that could accept/manage joint placement would be low. imo
This paywalled article (dated 15th Nov 2021) speaks of the NSW foster crisis and how children are spending a long time being warehoused before a foster home can be found for them.
It says that the average time a removed child remains in 'alternative care' prior to finding a foster home is 41 days. About 1/3 of removed children wait longer than 90 days. And one example in the article had spent almost a year (334 days at the time of the article) in alternative care ... and there was still no foster home for him.

The fosters had already been asked to take William and then the bios ran off with him. Lindsay had permanent care orders, not with any carers in particular. I would assume that FACS wanted to keep the siblings together and the family Lindsay was with werent able to take both siblings. The biggest piece of evidence was released by the coroner during the inquest being the fc walkthroughs and most importantly the last photos of W. Why release this information if it wasn’t in question? And it’s still in question until the coroner herself states otherwise. The 2hr discrepancy on the timestamps of the last photos of W have not been validated or ruled out. The fact that further information has come to light (after 7 years) gives us hope that even more information can be forthcoming but, in my opinion, a confession will not be forthcoming and the circumstances surrounding that fateful morning are still being pieced together by Strikeforce Rosann.

Totally understand pre-empting that outcome, and I am reminded of:When I read the Coronial Findings that were just released in Theo Hayez's case, I can imagine the same kind of Coronial Findings in William's case.
Essentially, there is not enough evidence to say that Theo disappeared through his own misadventure or through foul play. But the Coroner felt there was enough there to say that Theo is deceased.
