Don't know how I missed this before, but according to an incident report dated 10/23/11 (see http://www.scribd.com/fullscreen/23...llow_share=true&escape=false&view_mode=scroll), Sheila refused a police's offer of Thrive Services for Heather. See http://thrivesupportservices.com. I got the sense that Thrive had been offered for Heather before.
Whoa! I've worked at a couple human service agencies for people with developmental disabilities/mental health issues. Folks don't get admitted to Thrive for a "depression" diagnosis (those folks were sent to hospitals). Our clients had cognitive and/or physical developmental disabilities, or serious mental health concerns such as borderline personality disorder that prevented them from normal healthy independent living alone or with their families.
Although, most have already concluded that Heather has serious mental health issues, this further indicates that a professional had actually diagnosed her. With what? IDK.

Update: I may have been looking at the wrong Thrive Services. There's another in Oak Park that offers family counseling and youth services. http://www.thrivecc.org/index.asp
