The body was wrapped in a tarp near the top of a drainage ditch.
Deputies and state Department of Justice investigators found concrete chunks wrapped inside the tarp to weigh it down, Yuba County Sheriff Virginia Black said Tuesday.
Investigators believe the body was placed deeper into the channel, but high water from recent storms, combined with the body's natural decaying process, brought the body to the surface, according to the Sheriff's Department.
The cold water and the tarp preserved the body remarkably well, Black said. But the Sheriff's Department doesn't know the time of death or where the body was put into the channel.
The Garibay family last saw her at 5 a.m. Dec. 11 before they departed the residence for an early church service at St. Joseph's Catholic Church. Garibay planned to meet her family later at the church, but she never showed up.
According to the Sheriff's Department, Garibay was confronted at 5:25 a.m., but Black did not elaborate how that time was determined.
