I'm so sorry for Chelsea. I'm sorry she had to live in a world where men who sexually violate children are given a slap on the wrist before being turned loose on the public. How many times does a case like this has to make the news before serious reform happens?

Parents - TEACH your children how to fight - AND FIGHT DIRTY - scratching and poking eyes, kicking in the groin and when they bend over a HUGE JUMPING elbow to the back. I taught mine very early on. How to put your keys between your fingers when you're walking so if you have to punch the key points are sticking out.

We have to fight back - our children have to fight back.

And then he came back on Sunday & threw her in the lake! He was captured with muddy pants on Sunday - wet up to the knees. Does anyone else think he did this right under the searchers noses! (he was probably laughing at how clever he was not to be detected.) Fate is so cruel isn't it? Just hours later he was caught. Never to see daylight again - his reward.

I was very shocked that JAG received such a stiff sentence for the attack in 2000. I have my Masters in Criminology and do counseling in a jail setting with sex offenders among other criminals. Here in PA, very similar offenses are sentenced to 3-23 months, sometimes even probation! Our sentencing matrix is skewed towards drug crimes receiving stiffer sentences than sex crimes and even homicides! It's sickening! I often just shake my head when a SO is released prior to his/her maximum (I have had a few female sex offenders). As everywhere, we release these people to the street only to have them go off grid and offend again (mainly child molesters and rapists who recidivate at a national rate of 90-95%, other offenders only recidivate at a rate of 10-15%). I feel child molesters and rapists should be implanted with a GPS chip and have lifetime monitoring, as well as chemical castration. I am even for the death penalty in cases like this one. We put people to death that commit homicide (one of the least likely criminal acts to be repeated), yet we allow SOs to reoffend over and over. The CJ system is failing to protect the public and something needs to change!

I don't know if anyone is on here from NorCal, but it has been bugging me since yesterday.... This guy looks like a sketch I remember seeing on tv, I just can't remember the case. It may have been a statewide story, but I clearly remember his hairline being distinctly shaped on the sketch and him having the thick neck. Any memories out there? It was quite some time ago, a year, maybe more.

I have stayed away from Websleuths for awhile because I get too wrapped up in cases, now here I go again...I could literally throw up right now. Prayers for Chelsea, her family and her community who did such an awesome job banding together to find her and the monster who took her away.

You can teach them to fight but a small girl is not a match for a large man.

I agree! California is an initiative state, in which citizens can get a measure on the ballot for a vote. It's time citizens write an initiative that would keep RSO's behind bars for life.

I've sat outside supermarkets collecting signatures for a local ballot initiative, and it takes long hours to collect the required amount. It used to be 10% of the registered voters in an election, but I don't know if it's changed. But I think this is one ballot measure people would get behind and support!

Now is the time to do it!!! People are plenty angry around here now!!!

Damn all sex offenders to hell

ITA..Ive been looking for related crimes in San Diego and im floored there was so many attempted kidnapings and arrests of RSO's. Im so angry. Something has to be done. ITS OUT OF CONTROL.

I don't think so, being that Chelsea only got a 15 sec clip on her news tonight because her body was found I doubt seriously they would have covered that.

Were there sketches of him done back then, I'd remember it if I saw it.

I wish there was a master database of sketches and such that the public could go through easily.
