HAPPENING NOW: AT-RISK MISSING ADULT

On Saturday, TCSO Deputies were called to the area of Road 24 and Avenue 184 In Tulare in regards to an abandoned vehicle.

When they got there, the vehicle was found abandoned on the canal bank with the keys in the ignition.

The vehicle had been in the area since last Wednesday and was determined to be associated with 84-year-old Francisco Candelario, an At-Risk Missing Elderly Man from Torrance.

Candelario suffers from Dementia. He is described an Asian Male, 5’5”, 128 lbs, Brown Eyes, Grey Hair and last seen wearing a red jacket.

The cause of death was determined to be fresh water drowning. There was no evidence of "significant trauma," deputies said.
