Alison Sutton, 43, said she was driving north on Interstate 5 near County Road 17 in unincorporated Yolo early Thursday when she glimpsed a clearly distressed blond woman in her headlights off to the right.
"When I saw her, it really startled me. She was really close to the road, like almost out in traffic," she told the Daily News.
"She had some piece of fabric in her hands and was waving it up and down. I'm thinking it was a shirt. She was waving it like a flag," she said.
"The woman I saw had long blonde hair and was not appropriately dressed for as cold as it was. She didn't have a jacket," she explained.
"She didn't look like she was hurt, but she did look scared. It was just the feeling that I got. It was just a really brief moment, and I was driving at freeway speed. It was dark. It was just luck that I saw her at all," she said.
"The way she was waving the fabric seemed frantic," Sutton recalled. "I realized if she was that close to getting hit — willing to be that close to freeway traffic — she must really need help."

Shasta County Sheriff Tom Bosenko told a press conference that specific pieces of information were being withheld as investigations continued but that officers were confident an arrest for Sherri's kidnapping would be made.

If it correct she did not have a jacket, then she was not wearing the pink and grey running jacket she had on the day she went missing. I know some previous posts were wondering about that.
As for the restraints not being visible, perhaps they were something like zip ties? Or maybe since she was reported to be "chained to something" by police dispatch, perhaps only her feet were restrained and chain to something heavy so she could not run very far? I'm wondering if they really let her go or if they put her there to be picked up by someone else and the good Samaritan's called the police before that could happen? Hope we get some more official info from LE soon.
Well, then there's the issue of housing another human being alive, for 3 weeks. I mean, logistically, that's a nightmare. Even if you are very rural, private property, etc. Can you imagine trying to keep a hostage for THREE WEEKS? When you really start to think about it, it's just crazy. There's more to this story. There has to be a personal connection somewhere.The only thing that makes any sense to me is that a ransom was paid. Otherwise, the law of averages would say she would not be released alive. Anyone vile enough to kidnap someone, especially in broad daylight, would not be taking the moral high road IMO and there would have been no motive to release her. I have read various accounts that alluded to Keith's parents being somewhat affluent but have nothing to back that up so consider it rumor.
