This video includes witness information about the speeding van and the screaming child. From that information, I arrived at the understanding that the speeding van and screaming child were both outside of the house.
"Police say that Hailey was abducted in the middle of the night"

Just to clarify my pevious statement, I meant when LE first arrived at the crime scene - I don't think they were aware that a child was involved. They wouldn't have found out about the screaming and van until interviewing witnesses. Did the screams come from inside the house or outside? I agree the witnesses would have been able to provide the approximate time the incident took place.
From the article:
“We have spoken to Hailey’s mother and can certainly confirm that Hailey is not with her so at this point in time given the fact that Hailey is a two-year-old, that inherently makes her vulnerable so hence the AMBER Alert and obviously the great concern to locate Hailey safe and sound and return her to her family,” said Hamori."
It was quite awhile before the RCMP spoke with CD to ascertain this info.
Again, just my thoughts on this.
