I'm not sure. I don't know if what they bring is resources for a broader search, in order to cover more ground or more focused resources, if there's a specific area that needs to be searched.
It could be that LE has no idea where to even start searching and they don't want to bring TES in to 'waste' their time, but TES works with LE so they would consult and make sure everyone was on board.
From TES' webpage:
--Talks about being involved in over 1300 searches in 42 states and Mexico, Sri Lanka, Nicaragua, Domincan Republic, and more.
--300 people brought home safe to their families
--recovered remains of 155 (many of these resulted in criminal cases and convictions)
Our resources range from horse and rider teams to foot searchers and ATVs. We conduct water searches using boats, divers and sonar equipment. Additionally, we perform air searches using planes, helicopters and small drone airplanes with highly sophisticated cameras. We have also utilized infrared and night vision cameras, along with ground penetration units in some of our searches. Texas EquuSearch has more resources than most law enforcement agencies, which allows law enforcement to conduct their investigation, while Texas EquuSearch conducts organized searches. This has worked out to be a great working relationship between law enforcement and Texas EquuSearch. [snipped]

I don't see the harm in LE contacting them (or talking with TES if the family initiates contact). Why wait? Why let the cold winter come and let these next several months be wasted? :waitasec:
I have a feeling LE does not believe this young man alive! And this is my thinking for them to not request TES I do think if they thought Dylan was out there alive they would ask for their help But why have these ppl out there in the cold searching for a child when someone knows exactly where they left him!
All JMO.
I do believe LE knows way more than we think they do.
