Is it totally weird that there is a ' homeless' population in such a tiny remote area? That is so strange. Especially so since it's such a harsh climate. You would think a homeless population in a really mild climate could survive even in a relatively remote area without a high population .
My guess is any homeless person in that area is really just someone who is staying in their truck on U.S. Forest Service (or BLM) land while working on a highway construction project. This is based on my camping experience in La Plata County a few years ago.
