The Order does not do any of that. In fact it specifically directs immediate actions to international partners to address these very issues outside of WHO.
Can you provide a link that states what you said? There is no information in the ABC article or other MSM that indicates anything about working with international partners outside of WHO.

I think what you are looking for might be in Section 2.D.III of the Executive Order on the U.S. withdrawal from membership in the World Health Organization which is on the White House's web page for Presidential Actions.

You didn't link it, but 2 (d) (III) only states that the US will "identify credible and transparent United States and international partners to assume necessary activities previously undertaken by the WHO."

There are no international partners at this time that do the same work that WHO does.

Yes there are. The EU Public Health Commission for one. It is about working with those entities directly as opposed to the UN WHO which is perceived as being corrupt, inefficient, and overly politically influenced. The idea is to just communicate and work with individual countries or Unions directly.

While gain of function research is extremely dangerous, and may be the source of Covid-19, we can't stop foreign countries from doing it. IMO it is mainly useful for developing bioweapons.

The article has a paywall so I can't read it, but I did hear on the news tonight that the new administration plans to stop gain-of-function research, finally.
I posted this with the understanding that Gain of Function research is highly controversial

Googling for the title I found the article from a different source.

Unfortunately, they still aren’t sure whether it came from a lab or the wet market. The CIA has “low confidence” in the lab conclusion. The wise thing to do would be to take precautions in both places. And, of course, now we have bird flu. The assessment declassified and released on Saturday on the orders of Ratcliffe, Donald Trump's pick to lead the CIA, was conducted under the Biden administration. It is not based on new intelligence, but rather on the same evidence that has been available to the agency for months now.

However, people close to the CIA said that the assessment is based in part on a closer analysis of the conditions in the high-security labs in the Wuhan province, as reported by The New York Times.
