The site includes more than a dozen photos of Kyron, a biography page for the boy and links to agencies involved in the investigation into his disappearance, including the Multnomah County Sheriff's Office.

Just a note to add my comments:
1) I think it is a good idea to call out at least the word "ky" - to rule out any mistaken identity - LE has enough to follow up on.
2) I would call out "Kai" and see if the child responded. If he did - I would engage him in conversation (ie: You look just like a boy I know with a cat named "Bootsie").
3) If the child responded positively that he had a cat with the same name . . . I would immediately dial 911 and ask for police to respond. I would follow him if an adult wanted him to leave the area and make a huge scene to get help immediately (ie: yell fire, abducted child, help)
4) I think it would be more dangerous for the child to get into a vehicle and leave the area with an unknown adult and at that time I would do anything I could to detain them until the police arrived to figure it out. If need be - I might put my own body between another adult and the child if I felt I needed to, but I would stay right there for LE with the child and try to solicit help from passersby. One thing I do know about PDX is that people are really nice, helpful and usually will help in a pinch (ie: car dies in intersection - guy behind and around will jump out and push to help immediately!).
