Article about a resident (owner) with structural engineering background who died in the collapse. If he wasn’t worried about living there, the risk of a catastrophe understandably must not have been on most residents minds. We read the reports now with an entirely different perspective, of course.

In a tragic irony, man who devoted life to structural engineering among dead in Surfside collapse

I hope Mr. Segal wasn't used as a sounding board for input when this report was released to the condo owners. His estate could be open to lawsuits by surviving condo owners and those who lost family. IMO

Can someone give me an indication as to how the parameters change when going from rescue to recovery for this type of disaster?

The switch to a recovery mission is imminent but will be more careful than many people assume.

“When we say recovery, people think that means a big bulldozer comes and takes all debris to a big warehouse … it’s not the reality,” said Israeli Col. Golan Vach, who heads a specialized search and rescue unit of the Israel Defense Forces that is working with the South Florida crews. “The reality is that we work with machines, we know where to dig, where to look. We search by hand, we find the victims and the relatives and we pull them out very carefully.”

Jadallah said rescuers will continue searching the new areas. There are still 94 people missing in the rubble, and while several of the nine search grid sections have been “de-layered,” there are still other areas to be cleared.

“Remember that we’ve been in a search and rescue since Day One,” Jadallah told the families Wednesday.

Fire Chief Alan Cominsky said during a briefing with reporters there were no work pauses in the rescue mission Wednesday, a welcome change from two lightning delays Tuesday.

Should it be a memorial or sold to developers to erect another condo — a deal that could help compensate victims of the tragedy?"

I have mixed feelings on this. On the one hand, I can see how monetary compensation from the sale of the land to a developer would be appealing to the victims. On the other hand, I think it's disrespectful and just seems wrong to erect another condo at that site.

My feeling is that they should not build another condo at that site. It would be weird to live in one the units and I could not help but think that on one night when people were sleeping, the condo collapsed and people fell to their deaths, in their beds. That would an overriding thought for me. I think it should be a memorial to all those poor innocent souls who perished there.

If someone with his education and knowledge of structures continued to live in that building, it seems to essentially prove that he didn’t know. He of all people would have understood reports, known what questions to ask, what additional inspections to request, to allay his concerns. And yet he perished. That is very telling as to culpability. If those in the know, could not effectively articulate to those who needed to understand, they were woefully incompetent. These poor people never even understood their own their nightmare. They went to bed thinking they’d wake up to another beautiful Florida sunrise. JMO

“After most of a condominium tower in Surfside, Florida, collapsed last week, the second-guessing began almost immediately. Some residents accused the building’s condominium association of acting too slowly to address known structural flaws identified in a 2018 engineering report. Recent news stories have emphasized dissension among the owners. As someone who studies condos—their history, architecture, politics, and social dynamics, in Florida and all over the United States—I, too, have been wondering whether the building’s divided ownership contributed to the June 24 catastrophe, which killed at least 18 people and left more than 140 missing. Could a single landlord have responded better to engineers’ and occupants’ concerns than an association of 136 homeowners?“

This issue is what I referred to upthread as "total turbulance" on the horizon. When these issues are in the hands of "individuals" rather than a "corporation", "saving money" will rank over safety.

I see major changes as to how condo buildings are "owned" in the future.... but it will take a long time, and it will be turbulent.

Wow. That video shows what a mess the garage is. There’s puddles of water and the ceiling is cracked and peeling.
It actually doesn't look too bad other than the ceiling paint, IMO. In fact, it looks much better than I expected based on the other photos and reports we've seen.

From the article ... the families were advised of this in a private meeting on Wednesday afternoon. With rescue crews acknowledging that after nearly two weeks, the chance of survival was zero. Chief Jadallah, FEMA and the Israel team are all in agreeance. The families need closure.

A woman at the private meeting thanked the search and rescue effort, and the room erupted in applause.

Another family member said ..... the rescue teams had been “exemplary” in their efforts. “They left nothing to chance,” he said. “Nothing. Every opportunity that they could to do something, they took advantage of it, every single thing.”
