The only recorded hate in this scenario was between the Nuwabian Cult and Sheriff Sills. If you substitute Sheriff Sills for RD the case solves itself. Thus my pointing out the striking resemblance between RD and Sills. Mistaken identity is the cause. It also explains why the head was removed as a Trophy and to confirm the kill. Also the Nuwabians carried ceremonial swords.

This entire case rests on the shoulders of Sheriff Sills. Has he reached out to GBI? I have read that he has not. The GBI itself and the Georgia Prisons are reportedly infiltrated by Nuwabian cult members. What has the FBI done other than profiling? Is Sills even engaged in solving these murders? Every year, come May there is an announcement of "new evidence". Yet nothing results, no followup.
