In 2001 and 2002, I worked during mandatory fire evacuations - some people are great...and some can be downright nasty. Unbelievable. Not very often, but a few times my commanding officer did indeed threaten arrest. More often, but again, not used too often, was asking the person to sign a waiver, basically that they realize no emergency personnel will be responding to any emergency call they may make and they're staying at their own risk. Although some would be just rude and obnoxious, they'd usually do it. IMO, you see the best and the worst of people in these situations.
