Sadly, they can't even bring in FEMA trailers, not to mention gasoline and heavy equipment/trucks to start repairing electric and natural gas lines, until the roads are cleared of debri, sand, and muck. There is so much to do and everyone is doing the best they can. The devastation has hit vast numbers of towns and cities...this is going to be a very long recovery.
Private groups/non profits and federal and state officials have been boots on the ground for days...there are just too many people affected to get to everyone's needs by day four. At this point, coordinating all the parties (injured parties, Fed, state, local, private groups and private citizens) is the biggest challenge.
