Agree- to me he seems like someone who takes his duty to determine COD/MOD very seriously no matter whose feathers it may ruffle.

I don't recall if this was mentioned yet, sorry if it is a repeat.

The man whom the Task Force called into the secret meeting without Rudd's knowledge also had ties to the Calusinski case.

Dr. Manny Montez was the doctor who consulted on the autopsy and later testified that the toddler had suffered a brain injury that day. It turned out in a subpoena after the trial that Montez had failed a board exam in anatomic pathology in 2001 and hadn’t taken an exam for forensic pathology at all.

I have not been able to verify if he was subsequently board certified in pathology or forensic pathology.

Interestingly former Lake County Coroner the late Artis Yancey was a huge supporter of Manny Montez. Yancey was an ex-Waukegan Police Chief who became Coroner. He lost the most recent Democratic bid to Rudd who went on to become Coroner. Yancey died last year.

I wonder why Montez was used at all and who chose him. Did Filenko request Montez be used or did Rudd make that choice? And why?

I just can't wrap my mind around any of the theories on how this officer died. In the beginning I thought suicide, but the more we heard the less I thought that. If he wanted to take his life, he couldn't be sure a downward shot would actually work. Every piece in this puzzle does not fit. Thoughts?

You can't be sure any shot with a handgun will work, Even one to the head. But a shot to the upper chest in a downward motion would have pretty good odds of killing you instantly and if not you would quickly bleed out.

Hi, Walker007.......did your brother ever call you back about what the local buzz was about Gliniewicz's death? JMO

He hasn't talked with any of them that were there that day in awhile. Said he has been busy with work. I did communicate with another family member who was not there that day. Not really much feedback, just that it was scary for them that day. Police went door to door and told everyone to lock down and stay inside. Which my probing question that I would like to understand is, how thorough were people vetted inside their businesses?? I will work on getting that answered.

Also, when I said to check the comments, "The last commenter" then click on their name and read their other comments, not just the ones on the linked article. It will bring up their other comments. What I found insightful as to their "opinion" - "insight" on Dr. Rudd as a whole, even prior to this case.

What are your thoughts on it being an accidental suicide?

One of my theories is that the Lt. might have been staging an event where he took two shots to his vest and intended to survive it and maybe even engage in the pursuit of the "three suspects" himself.

Then, in an attempt to shoot his vest in a glancing shot, what if he missed the vest and hit himself?

For me, this is still a plausible scenario.

Of course, if we find out later that the muzzle of the gun was intentionally placed behind the vest before it was fired? That would change everything again.

It's hard to find prior articles pertaining to the situation in Fox Lake unless you search by specific date ranges. In any cases, it was brought up in one of the pressers if this could at all potentially connect to the ongoing departmental issue. In which, it was stated that has not been ruled out. In so many words. I wanted to look back a little as to what was going on prior to the shooting and is there is anything worth looking at as possible angle.

Here is an article on the leaves of absences of the Chief and unnamed Officer. Published: August 21st. 10-11 Days prior to shooting.

QUESTION: If both or one of the DUO above were found to be negligent in this issue. The question remains: What would they have to loose? Retirement benefits? What?

QUESTION: An outside investigative agency is conducting the inquiry. Who is the significant person assisting within the department? Was there one? Typically, highest ranking would be more or less in charge until an interim chief is assigned. Amazing, isn't it. That didn't happen until after LT. G was shot and killed. The website lists staff here, http://www.foxlake.org/Directory.aspx?DID=7 - I don't see any Captains which would rank above LT. Correct me if I am wrong on that. So that leave a few LT's who would have been at highest rank, if that article is correct.

Another interesting observation, if you go onto the fox lake PD website. You will notice the meeting notes from the PD. There has not been an updated meeting since March of 2015. And strangely, this meeting never took place for "Lack of quorum" --- > Same for the February Meeting. In fact the last meeting that was posted was in January 2015. See Link

Thanks! That worked. Much more interesting than the earlier guy who appears to hate Dr Rudd and is likely on Nerheim's campaign committee. This seems to have some possible truth and substance.

Thanks. I figured all of this good discussion on theories. Might as well try to expand to continue the thoughtful discussion.

My experiences vary with LE, I have had involvement in cases with all levels of LE. There are times you find a power struggle between different entities. Other times, they work well together as they should as it's typically in the best interest for the case, in my personal experiences anyway unless there are conflicts of interest in the cases of corruption etc... Sheriffs office typically have jurisdiction outside of city limits or unincorporated areas of the county. I feel there is much more details here than meets the eye as in this case you have a local police officer gun downed in what I am only assuming is city limits considering this was a patrolled area of Fox Lake PD. Typically, the lead is where the crime occurs unless requested otherwise by that department or governing jurisdiction. Otherwise, the lead investigative agency can request assistance on cases from higher agencies who may have more resources etc.. In this case, it's different, it's just complicated with all of the unknowns, I would be speculating, and this has so many variables. I don't have any experience with this county SO or the local PD.

If you look on the minutes on those agendas, they have a topic on Lake County assisting in crimes after this fact. I need to read more carefully to make a better assessment to form my opinions. I wanted to get the links up to share. As of right now, I find it EXTREMELY curious that Lt. G was at the latest Village Board meeting shortly after the Special Meeting to discuss the issues of the Chief and Officer. Curious enough to wonder if it is possible that Lt. G was posed to potentially take over as Interim Chief or be appointed as Chief in light of the fact that the meeting he attended was 4 days after the article in the Tribune. He had the next highest ranking as LT. I posted awhile back that someone within the department would be of knowledge of patrols etc etc.. Of the areas and potentially when someone would check into these areas and further could have had contact with LT. G, his cell phone records I am sure are being gone through with a fine tooth comb. In addition, to questioning all of the talk of Role Call. Would the LT be mandated like patrol officers to attend or is he considered staff in a different role? Does this pertain? Because in a command position you could be called on duty at anytime? I don't know, perhaps someone can shed more light on this.

However, let's just say this scenario pertains, it would certainly be a situation in an investigation that would warrant the silence we are witnessing. The new appointments from LC into the FLPD. In the later agendas, Covelli was present.

Here is an article where Lt. G commented back this summer about a marine who was killed in a car crash. Interesting, as the article states. LT is "head of operations" for the department.

Noting here just a few employment matters discussed in minutes. Could have missed something.

Guess that confirms my suspicion that CG's death is somehow related to the internal investigation, despite the adamant denials....How, exactly, we may never know, because it is becoming increasingly difficult to believe anything affirmed by the spokespersons for the agencies. The Fox Lake PD was investigated a few years ago and they are currently being investigated. Scuttlebutt is the feds are investigating and not just leaving the investigating to the DA because the mayors, chiefs, prosecutors and everyone are so tight around there.

I still think something was said in that meeting with the mayor and I am sure Gliniewicz is part of any investigation simply because he was there so long.

I am starting to wonder if the Union is being a pain in the butt with this death investigation. The union is very strong in Fox Lake PD and has a history of defending some rather questionable behavior as Walker has pointed out.

I also keep going back to this interview the first days after Joe's death because it isn't always acceptable for cops to use their influence to have a "long chat" with someone. So I do wonder if there was some investigation the Task Force wasn't aware of but Joe was?

I couldn't read the referenced article, because it seemed to give me today's articles, etc. So I apologize if I am responding and it's taken out of context to the original article's quote....

That being said, being "head of operations" could just mean he is in charge of the Operations section/squad, etc...versus Administration, Investigations, etc.
If you've got multiple Lt's, responsibilities are probably broken up into similar types of categories, if that makes sense. Maybe everyone reading this understood that, but there is a difference between "head of operations" meaning basically running the show, versus a certain area of responsibility. If his LT's position was in charge of Operations (capital "O"), it would have been better for the article author to have written that as such.

I'm blabbing on this morning, sorry. Long night, LOL.
