From our local paper:Woman reported missing from Carmel described as ‘devoted mother,’ ‘very charismatic’ as search continues • Current Publishing

------------------------------
But to Shelby Campbell, Ciera’s cousin and best friend, it seems like an unlikely scenario.

“That is completely uncharacteristic of her to go radio silent or to disappear,” Campbell said. “There’s no chance she would’ve left without her child. She never would’ve walked off without her phone or her wallet or her card or her baby. She wouldn’t do that. She’s a very devoted mother. She worked from home so that she could be home with (her infant son) at any time. She just never would’ve done this.”

It is strange about the clothes. Since they lived there, he would have had access to her closet. If he was making up a story, why would he choose something so totally unseasonal to say she was wearing?
This entire situation makes little sense IMO.

I'd have to watch it again but IIRC the John Lordan video mentions Ciera supposedly walking to the store that night, rather than driving, which means that Ciera would have been wearing a t-shirt and shorts outdoors, at night, in winter, in Indiana, to walk to a local store? No coat, gloves, etc? IMO that's difficult to understand.

I agree, we don't know if those clothes belong to Ciera, and even if they do, there's no evidence so far that she was wearing them when XB claims he last saw her leave for the store. We don't even know for sure that Ciera arrived back in Indiana after the trip to GA.

Since they lived together in Carmel, then XB would certainly have access to Ciera's clothing.

As unlikely as the Ciera 'last seen walking to the store' scenario might be, wouldn't this logically indicate that her car, the white VW Tiguan, would be parked at their home in Carmel? AFAIK we have not seen any MSM or LE reports indicating her car has been found.

Unless I'm missing something, which is possible, something doesn't add up here...

Since he's here, it's likely that the car is, too. While we don't see reports in the news that her car is missing, we don't see any reports that they are currently looking for it, either.

If CB and XB were the only ones in the house on Feb 23 - 25, I could see this happening: he did something with her after they left his mom's house and before he got to IN. Then brought all her stuff and the baby back to Carmel. Her devices and GPS (or whatever) would back that claim.

Family members are hoping someone saw the vehicle they were driving sometime in the week following Feb. 20 and will step forward to tell investigators when and where that was. The couple was driving a white 2017 Volkswagen Tiguan with Indiana tag RMB 5869. An FSU Law School frame surrounds the license plate."
I've not seen any statements indicating whether Ciera's car has or has not been found. Since they were driving this vehicle when last seen together in GA, and since we know XB is in Indiana, then presumably her car is also in Carmel.

If Ciera's car was in Carmel, and supposing Ciera actually did walk to the store in winter, wearing t-shirt and shorts, why would she not drive her car there instead of walking at 10 or 11:00PM?

SBM. The question is, why didn't she go through with it.
You don't seem to understand how domestic violence situations work. She very well may have been trying to make that happen. That may play into her disappearance. She had a burner phone, which makes seem as if she was definitely working on a plan to get out. When you have a violent criminal taking away your means to communicate with those who can help you and you get a back up, it's likely you are going forward with a plan. Leaving is always the most dangerous time.

That CVS closes at 10PM so if she left between 10 or 11 that is strange in itself.

I kind of doubt that she was there at all.

But, if she was, maybe they got into a fight, she wanted to leave but he wouldn't give her the car keys. So she walked. Or maybe she was in a rush to get away from him.

She was last seen on 2/25/2022 between 10-11 p.m. in the 14400 block of Baldwin Lane, which is near the intersection of Ditch Road and 146th Street.
The OP states Ciera was reportedly seen around this time. However if she was reported missing by XB, then IMO I wouldn't necessarily believe that statement to be accurate, especially since we don't know for certain whether Ciera ever left GA.

She was last seen by the person who reported her missing - XB. Last sighting on the 24th isn't reliable at all.

I can't fathom what was she doing with XB in his ex's apartment in December 2020. How did Ciera justify it?

@indicolite22 , agreed. I'm not sure anything we've been told so far about Ciera being back in Indiana is reliable. AFAIK, no one except XB has reported seeing her there after the GA trip.

Yes, that would be hard to explain.

CVS has cameras inside and out. Anyone walking in the door would be on video. If she really was there it should be verifiable. Also would be known if she was wearing the clothing that she was reportedly wearing.

EDIT: sorry for the dupe; I completely missed this when it was posted earlier today.

The source appears to be an area newspaper.

(Shelby Campbell is Ciera's cousin)

(Stephanie Locklair is Ciera's ex-SIL)

“(Xavier) never even notified the family or asked the family if she was with them,” Locklair said. “If you have a spouse that goes missing, the first thing you’re going to do is call her family and say, ‘Hey, have you seen Ciera?’ That’s what any normal person would do. He told them nothing.”

Channel 2 investigative reporter Mark Winne spoke with Ciera Locklair Breland’s cousin, Luke Locklair, who said Ciera changed once she became involved with the man who is now a person of interest in her disappearance.

“It’s been really hard. I really don’t think anybody knows how to deal with it. We never expected anything like this to happen to our family,” Locklair said.

He told Winne that he and Ciera have been close his whole life. But now he’s wondering if they’ll ever be in close proximity again.

Breland is at the focus of a permanent family violence protective order involving another woman. A document from Breland’s side said he denied he violated any family violence act and/or other offenses.

We obtained a Fairburn document indicating an aggravated stalking charge and a Coweta County aggravated stalking indictment. We’re told an attorney filed a plea of not guilty.
