Live updates: Israel-Hamas war rages as Palestinian death toll in Gaza rises from attacks (cnn.com)

Tens of thousands of people left their homes in Gaza on Friday after Israel's military warned over one million people living north of Wadi Gaza to move south, according to a statement by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) on Saturday.

Prior to the warning, more than 400,000 Palestinians had been internally displaced, the statement added.

Meanwhile, the World Food Programme (WFP) said it had distributed food to 135,000 people in shelters across Gaza on Friday, but warned "humanitarian supplies are running low."

OCHA added that most people in Gaza now have no access to water.

"As a last resort, people are consuming brackish water from agricultural wells, triggering serious concerns about the spread of waterborne diseases," it said.

Israel targeted medical personnel during humanitarian missions, Palestinian Health Ministry says

From CNN's Mohammed Tawfeeq and Sharif Paget

The Palestinian Ministry of Health accused Israeli forces of the "targeting and killing of medical and ambulance personnel during their humanitarian missions to evacuate the victims of aggression."

CNN has reached out to the Israel Defense Forces for comment. The IDF told CNN it will look into these allegations.

At least 15 health facilities were damaged and 23 ambulances were destroyed in airstrikes Friday, according to the Palestinian ministry.

A dramatic video posted on the ministry in Gaza's Facebook page captured the moment an ambulance was rocked by an explosion as it attempted to flee a chaotic scene.

In the video, explosions are heard going off when the person recording jumps into an ambulance. Several people can be seen inside the ambulance, including a woman on a stretcher and a young girl by her side.

An explosion rocks the ambulance carrying the child and woman. The young girl screams in panic as another explosion goes off.

It is not clear what happened to the woman and child. The exact source and cause of the explosion was unclear.

The ministry also said that "thousands of displaced citizens are sleeping in hospital courtyards, facing the immense number of wounded individuals who are congesting the hospital corridors, putting immense pressure on the fragile healthcare system."

The ministry went on to call for "immediate action to open a secure passage to ensure the arrival of medical supplies, fuel, delegations, ambulance vehicles, and allow the departure of hundreds of wounded and patients before it is too late."

The ministry also accused Israeli forces of targeting people in Gaza as they were trying to evacuate their homes.

I've seen the footage. Unsure if allowed to link it, but it's out there. The ambulance is indeed 'rocked' by the concussion of the nearby bombing and explosion of a legit military target. The ambulance was not 'targetted'.

As to the 'targetting of homes', there was a bombing tonight in a residential area north of Rimal, Gaza ... where IAF targetted and took out a rocket launching site deliberately set up by Hamas within that area ( a war crime by Hamas); they took it out immediately after Hamas launched those rockets (indiscriminately - a war crime) at Israel civilian populatons thereby making this site a legitimate military target. I do hope though that no civilians on either side ended up as collateral damage due to Hamas' war crimes in this instance.

A short time ago, the IDF attacked a Hezbollah target in southern Lebanon in response to the infiltration of unidentified intercepted vessels and a shooting at an Air Force unmanned aircraft. The launch towards the aircraft is intercepted.

A short while ago, the IDF struck a Hezbollah terror target in southern Lebanon in response to the infiltration of unidentified aerial objects into Israel and fire on an IAF UAV. The IDF intercepted the infiltrating aerial object and the fire on the IAF UAV.

State Department tells some Palestinian-Americans that Rafah Crossing "may be open" Saturday afternoon

Some Palestinian-Americans stuck in Gaza have received their first set of instructions that family members may be able to evacuate Gaza into Egypt on Saturday afternoon, according to emails shared with CNN.

The US State Department's Consular Affairs Crisis Management System (CACMS) told family members that on Saturday the Rafah crossing "may be open."

"We understand the security situation is difficult, but if you wish to depart Gaza you may want to take advantage of this opportunity," the CACMS email said.
A State Department spokesperson told CNN they “are actively discussing this with our Israeli and Egyptian counterparts.”

“We support safe passage for civilians,” they said. “We are working with our Israeli and Egyptian partners to establish a safe humanitarian corridor both for Gazans trying to flee this war and to ensure humanitarian assistance reaches those in need within the territory.”

Anas Alfarra, a Lawful Permanent Resident of the US living in the San Francisco area who is trying to get family members out of Gaza, says the email falls short of what the US Embassy needs to be doing.

"Two 'mays' and a 'wish' in a situation that warrants much more," Alfarra told CNN.

Mai Abushaaban, a 22-year-old from Houston who also received the email, has been desperately trying to evacuate her mother and sister from Gaza this week.

"I’ve had to put a lot of pressure on the embassy," Abushaaban said. "It feels almost as though we were forgotten, I personally feel like we’re second-class citizens."

This comes after the United States has continued to press the Egyptian and Israeli governments on “the importance of the Rafah crossing being open for American citizens and foreign nationals of other countries who want to leave and have the right to leave to be able to do so,” a senior State Department official said Friday.

US officials have been engaged in discussions for days to try to secure a humanitarian corridor that would allow Americans and other civilians to safely leave Gaza ahead of an expected Israeli military incursion.

The United Nations on Thursday said it was informed by the Israeli military that “the entire population of Gaza north of Wadi Gaza should relocate to southern Gaza within the next 24 hours,” but IDF spokesman Lt. Col. Peter Lerner told CNN Friday that any deadline “may slip.”

The State Department official told the press traveling with Secretary of State Antony Blinken that the US' focus has been “on American citizens, but other countries you could presume are engaged in trying to get their foreign nationals out as well.”

There are an estimated 500-600 Palestinian-Americans in Gaza.

Hostilities in the Gaza Strip and Israel | Flash Update #7

13 Oct 2023

KEY POINTS

  • At around midnight on Thursday, the Israeli military ordered about 1.1 million people in the northern part of the Gaza Strip to evacuate southwards within 24 hours, ahead of military operations. As of 21:00, it is estimated that tens of thousands have fled. Prior to the order, over 400,000 Palestinians had been internally displaced due to the hostilities.
  • Most people have no access to clean drinking water after supply through the water network and the operation of water desalination/purification plants came to a halt. As a last resort, people are consuming brackish water from agricultural wells, triggering serious concerns about the spread of waterborne diseases.
  • Israeli bombardments from the air, sea, and land have continued and intensified across the Gaza Strip for the seventh consecutive day. According to the Ministry of Health in Gaza, between 18:30 on Thursday and 14:00 on Friday, 382 people were killed and 1,120 others injured in Gaza. In total, 1,799 have been killed and 7,388 injured in Gaza since 7 October. Human rights organizations have expressed concerns about incidents where civilians and civilian objects appear to have been directly targeted by Israeli airstrikes.
  • Palestinian armed groups in Gaza continued firing of indiscriminate rockets towards Israeli population centres As of 21:00, no new Israeli fatalities have been reported. According to Israeli official sources, at least 1,300 Israelis and foreign nationals have been killed in Israel since 7 October and at least 3,436 have been injured, the vast majority during the initial attack carried out by Palestinian armed groups.
  • The Israeli city of Sderot will be completely evacuated within 48 hours, according to Israeli media, and many have reportedly left Ashqelon and other Israeli towns. Previously, mass displacement in southern Israel primarily occurred in small communities in the immediate vicinity to Gaza. The Israeli authorities have been responding to the needs of these IDPs (note: this Flash Update focuses on humanitarian needs in the oPt).
  • Since 11 October at 14:00, Gaza has been undergoing a full electricity blackout, which has brought essential health, water and sanitation services to the brink of collapse, and exacerbated food insecurity.

Planes carrying Turkish humanitarian aid for residents of the Gaza Strip landed in Egypt

The UK's International Development Minister, Andrew Mitchell, has told the BBC that a review of funding for Palestinian refugees could mean the UK government fast-tracking support. He said they could move "essential humanitarian supplies" nearby in order to respond quickly to what was most needed.

While some European nations suspended bilateral aid after the Hamas attacks, the UK is making some preparations to accelerate support to the UN refugee programme. "We will do whatever is necessary to play our part in meeting humanitarian need," Mitchell said.

He told the BBC that the support for Palestinians was "watched 24/7" to ensure there was no leakage to, for example, the Hamas administration in Gaza.

But he said he was pretty confident about aid to the "respected" UN Relief and Works Association, which has offered relief to Palestinians for decades, and he pointed out that the US had also increased its aid to the body.

Biden says humanitarian crisis in Gaza a priority as evacuation deadline nears

US President Joe Biden says that it’s a priority of his administration to address the unfolding humanitarian crisis in the Gaza Strip.

Speaking at an event in Philadelphia to promote a $7 billion program to kickstart development and production of hydrogen fuel in the US, Biden paused to note the deteriorating situation for Palestinians in the Palestinian enclave as Israel continues to bombard the strip in retaliation for last weekend devastating surprise assault on Israel.

Hamas terrorists killed over 1,300 people, a majority of them civilians, during an hours-long raid on southern Israeli communities and at a music festival. They also took between 150 and 200 Israelis and duals nationals hostage, including children, women, and elderly people, and are holding them in the Gaza Strip.

Israel responded by cutting off electricity, food, and fuel and launching extensive airstrikes to target the terror group’s infrastructure and hit Hamas leaders and members.

The military early Friday warned Gaza residents in the northern part of the strip to evacuate within 24 hours, amid preparations for a likely ground incursion or a stepped-up offensive. The area is home to about 1 million people.

The deadline is nearing.

In his comments Friday, Biden said he’s directed his team to work with the governments in Israel, Egypt, Jordan, and other Arab nations and the United Nations to surge humanitarian relief to those impacted by the war.

“We can’t lose sight of the fact that the overwhelming majority of Palestinians had nothing to do Hamas,” Biden said. “And they’re suffering as a result as well.”

Biden again lashed out at Hamas, saying the terror group in control of Gaza makes the terrorist group Al-Qaeda “look pure.”

U.S. has not asked Israel to delay ground operation

abigail-williams-circle-byline-template.jpg

Abigail Williams
The U.S. has not urged Israel to delay its ground operation in Gaza until safe passage for Palestinians can be secured, a senior U.S. official told NBC News, denying a Fox News report.

The U.S. believes Israel is trying to minimize harm to civilians but, given that rocket attacks from Gaza have continued for a week, Israel has a need, a right and an obligation to respond with the operations they deem necessary, a senior state department official said tonight.

Secretary Blinken said today that the U.S. was focused on creating safe zones in Gaza in coordination with international organizations and other countries, but acknowledged they were still working on the details.

“We’re very actively engaged with U.N. relief agencies, with the ICRC, with others to address the acute humanitarian needs of people in Gaza — to protect them from harm and make sure that they have the ability to get what they need,” he said.

From earlier today - sorry if it's a repeat.

The tunnels are a “critical” military objective for Israel as it seeks to degrade Hamas’ armed forces and dismantle the militants’ infrastructure, said Levitt, now with the Washington Institute for Near East Policy, a think tank.

Since the Hamas attack on Israel, the Biden administration said it is providing Israel with kits to convert unguided or “dumb bombs” into precision-guided munitions as well as small diameter bombs (SDBs) that experts say are effective weapons against underground targets. The weapons are supposed to enable Israel to target Hamas militants while minimizing harm to civilians, experts said, though humanitarian organizations have expressed concern over the plight of Gaza’s civilian population given the intensity of the Israeli air raids.

In May, the administration gave the green light for the sale of $735 million in precision-guided weapons to Israel. The Israeli military also may also opt to use U.S.-made “bunker buster” GBU-28 bombs that it previously acquired. Those munitions are designed to penetrate hardened targets deep underground, though the bombs leave massive craters and could inflict severe civilian casualties.

The U.S. is supporting the Israeli effort to find hostages in Gaza’s extensive tunnel system, including trying to determine if Hamas is trying to sneak hostages out of Gaza via the tunnels, according to a U.S. official. As Israel conducts airstrikes they are cognizant of where tunnels are and whether civilians could be inside, the official said.

Russia proposes UN resolution calling for ceasefire

Nada Tawfik

Russia has circulated a draft resolution to members of the Security Council during their closed door meeting, calling for a humanitarian ceasefire.

The draft is quite brief with five main points on one page. It calls for an immediate, durable and fully respected humanitarian ceasefire, the secure release of all hostages, and the distribution of humanitarian assistance and the safe evacuation of civilians in need.

The Russian Ambassador Vassily Nebenzia is expected to speak to the press after the meeting.

Members can now raise objections and negotiate, but it’s unclear if the draft will go to a formal vote.

One Western Security Council diplomat doubted Russia’s seriousness. The diplomat said Moscow never consulted other members and the fact that the draft does not mention Hamas means Russia is “clearly not serious or aligned with most council members.”

Security Council resolutions need at least nine votes from council members and no vetoes from the five permanent members, which are the US, UK, France, Russia and China.

The US has traditionally shielded its ally Israel from any criticism by exercising its veto dozens of times.

All I can say is this. Russia has SOME NERVE advising this: "It calls for an immediate, durable and fully respected humanitarian ceasefire, the secure release of all hostages, and the distribution of humanitarian assistance and the safe evacuation of civilians in need" after what it done to and continues to do to Ukraine. Israeli officials say Hamas is holding more than 100 hostages in the Gaza Strip. CBS News senior foreign correspondent Holly Williams has more on efforts to secure their release.

''Hamas’s leaders and their Iranian backers have a conscious strategy. Like almost all other acts of spectacularly bloodthirsty terrorism, Hamas’s assault on southern Israel was designed to provoke an emotional and equally or even more outrageous response by the targeted society. Hamas and Iran are attempting to goad the Israelis into Gaza for a prolonged confrontation—which is to say that the intended effect is precisely the ground assault Israel is now preparing in order to root out and destroy Hamas as an organization, kill its cadres and leadership, and destroy as much of its infrastructure and equipment as possible.''

Looking at the footage of US Secretary of State Blinken visiting Jordan, Saudi Arabia.

I don't think the attack will happen until he has contacted all the major players, especially Egypt.

Bodies of missing Israelis 'recovered from Gaza' - media reports

The bodies of some of the Israelis seized by Hamas during its attack a week ago were recovered by the Israeli army during a ground raid on Gaza on Friday, Israeli newspapers report.

Haaretz and the Jerusalem Post say that the Israel Defence Force found an unspecified number of bodies, bringing them back to Israeli territory, and found some items belonging to people missing.

Infantry and armoured units took part in the raid during which a Hamas cell which fired anti-tank missiles at Israeli territory was "taken out", the Jerusalem Post says.

''The most difficult hostage situation Israel has ever faced'

At least 150 hostages seized by Hamas gunmen from southern Israel last Saturday are believed to be held secret locations inside Gaza. Among them are women, children and the elderly.
Hamas had threatened to kill one hostage for each time an Israeli air strike killed civilians without warning. Israeli media are reporting that troops raiding Gaza found the bodies and belongings of some of the missing people.
This leaves the Israeli government with a dilemma. Does it attempt an armed rescue mission, something fraught with risks? Or does it wait for longer, until Hamas is so weakened by air strikes that it might be more willing to make a deal?
Michael Milstein, who spent 20 years in Israeli military intelligence, told the BBC's security correspondent Frank Gardner: "This is without question the most difficult hostage situation Israel has ever faced in its history".

Hamas official: Non-military leaders ‘surprised by date, not by actions’ of shock onslaught

Moussa Abu Marzouk, a Hamas political bureau member based in Doha, says all of the terror group’s non-military members had no prior knowledge of the shock attack on Israel ...

The terrorists also captured between 150 and 200 hostages and took them to Gaza, including babies, young children, women, and elderly people.

“All of Hamas’s leaders who are not military ones received the news early Saturday morning,” he tells the New Yorker

Abu Marzouk says the “political” leaders were “surprised by the date but not by the actions.” The Qatar-based officials said Hamas’s military wing “are the ones who plan, execute, and so on, but they abide by the general policies put forth by our political bureau.”

He says that Hamas, which is sworn to Israel’s destruction, was surprised by the success of its devastating early morning attack and expected the IDF units around Gaza to be “the strongest divisions, and the most trained,” with “a lot of information and fortifications,” as well as assistance from “intelligence officers who know a lot about our movements.”

He says Hamas “never expected” the confusion and retreat in the face of the massive infiltration.

Abu Marzouk also denies — against overwhelming evidence, including footage posted proudly by terrorists — that Hamas killed civilians but conceded that some of the indiscriminate violence may have been committed by other terrorists and civilians who had followed the initial Hamas terror squads when they blew open holes in the security barriers.

Of the hostages, he says, “the innocent people who were imprisoned, we will not keep them,” and adds that “it’s too early to talk about swaps” between captured Israeli soldiers and Palestinian security prisoners in Israeli jails.

[...]

Abu Marzouk tells the New Yorker the threat to kill hostages is “a mistake — we can’t execute hostages,” and claims four captives — Israeli soldiers — had already died, blaming Israeli strikes.

“Let the situation calm down and the bombardment stop for us to be able to differentiate the prisoners from various factions. They are a very big number. Let us stop the war and everything can be discussed on this issue.”

Asked what Hamas hoped to achieve with its deadly massacre that would only prompt punishing Israeli reprisals, he says it was the first time Palestinians “are crossing the borders and fighting in their historic land,” blaming Israel, the US, Europeans and everyone else for failures to “achieve the Palestinian people’s rights.”

“Israel used to wage war against us outside its borders, to kill us and imprison us. Now it’s the opposite. Now the future Israeli generations will know they can’t continue to occupy the Palestinians — they can’t continue their wars forever. This is the biggest achievement,” he says.

He says Ara states will likely continue pursuing ties with Israel and that the devastating attack would likely only delay moves in this direction.
