the majority were in apartment complexes that are not really close to campus. I think that rapist was a college student who probably lived at or near the Chase or UC apartment complexes where the first and last rapes took place. It is also believed that the rapist was 18 when the first rape occurred which would coincide with him starting college at K-State in 2000..
How about, not a student but someone who wasn't accepted, couldn't assemble enough financial aide, dropped out, or somehow felt rejected/unappreciated/unnoticed by co-eds?
Town-gown used to be an issue in Lawrence, IDK about Manhattan.
Sent this info into Ft Riley, KS PD late Saturday evening and Received a reply back on Monday morning that the info was appreciated and has been forwarded to the Capt. in charge of this case !I just watched a "Forensic Files" where they featured rapes and assaults on the Penn campus in downtown Philly and then the assaults and rapes started occurring in Ft. Collins, Colorado State, CO. back in late 90's early 2000.
The m.o. is basically the same as our perp. The perp breaks in to the apartments often times via the 2nd floor balconey, and assaults a rapes young women. 5 at Penn and 7 in Ft Collins.
The Philly police and Ft Collins police drew up parameters (18-26 years of age, WM) and ran them against all sorts of data bases. Credit bureaus, credit cards etc. and ran a check. They came up with 83 names.
A composite was shown and they got a tip from a woman who had dated a guy who took long walks at night because he couldn't sleep. They pulled his name and asked him to come in.
At one of the crime scenes, one of the victims fought hard and the perp left his blood on her bed clothes. They were also able to get prints off a balcony railing.
Troy Graves came in and he agreed to be fingerprinted. And bingo. He's now serving a life sentence in one of the state penitentiaries.
He lived and worked nearby the places he broke into. He also had a stint in the armed forces where he was charged with a peeping Tom incident.

Is the suspect sketch showing freckles, or acne scars, or not? If he has sandy-blonde hair, he could also be pretty heavily freckled.
ETA: And does his nose look crooked to y'all? Like maybe it's been broken?

Ok reread the poster and all the attacks not just some were over school breaks which makes me think even more it is someone local to Manhattan. 3 of the attacks happened at the Chase apartment complex which is a big fairly popular apartment complex near the stadium. Wonder if he lived there or had friends who lived there at the time.
I wonder if he got married between 2008 and 2015? If he's around 34 now like police have said that would have been a pretty likely age to get married and he may have cooled off for a few years on the rapes after getting married.

He would get a younger women , draw her into the area and ask her where the knee high goes to. He would touch her knees then ask how high the regular goes too. Does it go all the way up to here and touch her privates (picked girls with dresses) she would run off to get help and he had time to do it again! Did it to two women that evening. His description was not sure hair color but his face was full of acne

I looked at the sketch closer (thanks DOTR for the larger picture in post 137).
I dont think they are freckles because when you look at the ear you see the same small specks so I think it could be just the poor quality of the image.
I agree with others that it does look like a faxed image which could explain the small specks. It is frustrating that they did not make attempts to give the public a clearer image and also an age progression attempt.
Now the nose part is a good catch.
At the top of the nose area it does look like it bulges out there and maybe is crooked towards the bottom so if that was done on purpose in the sketch then he could have had a broken nose in the past. If there was any reported bar fights around the time of the incident before this sketch then maybe he was in one of the college bars and got into a brawl with someone. If any fights were reported to the media where there was an arrest then that maybe something we could look for.

Wouldnt it be lucky if we could find an arrest photo of someone who looks like this sketch and they happened to be in a bar fight right before the rape incident. I am going to try to find out when the sketch was released and which incident this sketch was made from so we have a possible date range to look for any arrests like that.

The sketch was from the first incident I believe. When they went back and looked at all the rapes they realized they had a sketch of a person of interest who was seen right before the first rape. They were hoping this person may have seen something. It was shown around with the first one but no one recognized the man
