Found Safe KY - Charlee Campbell, 2, *autistic* & Pitbull Terrier Named Penny, Bullitt County, 7 Jun 2018

While it might be unpleasant I don’t think it is unfair for everyone to be looked at that is in Charlee’s life. This little girl has to be kept safe, and he well being must be put ahead of any unpleasantness involved in checking out her environment. There are certainly red flags with the poor decision making and lack of supervision of the Grandma.
I definitely agree 100%. I was just trying to understand other points of view.

My own is with you, though.

Another child with a mess of a family. We see it over and over, and yet it still makes me want to scream!! Wth can’t people step up and do what they need to do? I’m sick of seeing parents who can’t be bothered to take care of their kids. Other family members who aren’t much better, or have records. If that’s the life you want to live STOP HAVING BABIES!!
Maybe I’m just cranky this morning, but I’m tired of seeing the “ system” blamed in so many cases. The “ system” is overwhelmed! Social workers are way overworked! How about parents take decent care of the babies they have?!! Then the system can just help them where truly needed instead of being expected to actually PARENT the whole family!

My own is with you, though.

All of us have seen too many tragic cases when family, friends, boyfriends, and associates of parents and guardians end up harming a child.

My own hunch is that wasn’t the first time grandma slept until 10 while Charlee remained unattended. While grandma and grandpa seem to genuinely care about Charlee I think the family could benefit from outside assistance. Reminders about child safety, help with childproofing the home, not allowing overnight guests, etc.

Not knowing what resources are available in the area but they might benefit from community services, preschool, etc.

My hope is that she and Penny remain together with the grandparents, but with increased vigilance and safety.

Hopefully this incident has been a wake up call for the adults in her life.

Let’s start with the fact that Charlee’s Mom doesn’t have custody.

Her dad not only doesn’t have custody, he is denied visitation rights.

Mom’s boyfriend is a violent sexual offender.

Grandma and grandpa probably didn’t plan on raising a child at this point in their lives.

I still want to know what's under that pool...

Isn't Charlee's mother's boyfriend, Charlee's father? Is that the grandparents fault too?
Don’t think the current boyfriend is the child’s father.

We don’t know what type of drugs the charges on the grandma were for. If it was heroin, meth, or crack, chances are high that she’s still using. It would also explain her sleeping while Charlee went missing. If grandpa is allowing this in the home, among other things he may be using too.

We don't know. The media did not name mom's boyfriend, so there is confusion. JMO.

Mom and her "boyfriend" share a last name. He is CQ. He is NOT Charlee's father. So the "family member" that stayed the night (I think his initials were RB?) does not have the same name as the "boyfriend." Both have been named in the media. That much I'm sure of.

Also the "boyfriend" was taken into custody the day Charlee went missing. That was before they were even aware of the overnight guest, who was later taken into custody.

Definitely there are two different guys here. Three if you count Charlee's father.

I do, too!!! Possibly a fluke if one dog alerts. I’ll even go out on a limb and say maybe something completely innocent caused 2 dogs to alert. But FOUR??? I hope search warrants have been secured for at least the pool area.

I'm sure LE is suspicious about the hits on the pool. Especially since the family is filled with ex criminals. The four cadaver dogs hitting on the pool was another red flag to confirm what the sheriff said, they need to do a "thorough criminal investigation", before Charlee goes home. I guarantee the sheriff thought Charlee wasn't going to be found alive. It was a shock to many of us!

I wonder IF 4 cadaver dogs hitting on an area is enough to get a warrant? I KNOW it was when Charlee was missing. Now that there is no reported missing person, can they still search it? Wondering if that is enough probable cause or not? (Presuming they don't get permission, though I know they still prefer to secure a warrant just in case.)

Is the pool built in or above ground? Asking for a friend. LOL

IIRC, the pictures shown in news videos showed an above ground pool. I'm trying to find the video now but all the old news videos about the dogs hitting on the pool seem to have been replaced by videoes about her being found. Has anyone checked Google Earth yet?

I hadn't seen this video-- interview with the neighbor that found her: Neighbor finds Bullitt County girl on porch

I thought they found her on a hillside. I didn't realize she walked up to a house and she had a bottle in her hand. Poor baby must have been so hungry and thirsty. The neighbor is standing on his porch in the video. I'm not trying to sleuth his address (don't post it if you can figure it out) but can anyone figure out where this is in relation to Charlee's Grandparents house? How far away? Is it right off a main road where someone could have dropped her off there?

This video says she wandered up to a home on Roy Layne Rd and that it was 500 yards from her grandparents house: Video: 2-year-old found after going missing in woods for two days | Daily Mail Online

In the middle there is a very brief shot of dogs on a deck that I think might be the pool deck but I'm trying to find a better video. The above video also makes it sound like Penny was not with Charlee at the neighbors, but went on home to grandparents house. Other news outlets made it seem like the dog stayed with her the whole time, so I'm not sure which is correct.

Thanks, I think I got it straight now.

The whole situation is very concerning for a young child. I can't help but wonder why they took custody from the mother in the first place.

Charlee is almost three and she doesn't speak in sentences. I understand this could be the result of many things, but trauma could cause this, too.

What all has this sweet, innocent child been through in her not quite three years of life?

I'm very glad LE is taking this seriously and continuing to investigate. It certainly seems warranted in my opinion.

She's autistic and two. I think this is pretty normal in that situation actually. Though my own autistic child was fairly verbally precocious and actually spoke in complete sentences when he first started talking. I think her just being speech delayed is a more likely scenario than so traumatized she doesn't really talk fwiw.

I am thankful she went to a home that meant no harm to her, and was alert and knew she was missing, knew what she was wearing, etc, and kept her safe for LE to get her! She could have ended up at any random person's house that would have harmed her. But she didn't! Oh what a joyful occasion! She's alive. I just keep smiling!

Still confident the LE will get to the bottom of this. Sheriff seemed so relieved she was found alive! I do believe they'll make sure she stays safe, if in their power to do so. They have a personal, invested interest now in her well being. They were a part of finding her, and now, I just feel they'll continue to follow her well being.

I'm glad they are continuing to investigate. Her returning 2 days later to an area searched many times is just odd to me. Though I guess it's possible she was just following Penny back home and it's a miracle to be grateful for.

However I'm conflicted over being taken directly into CPS care. I do think they need to thoroughly investigate. However having spent two days in the woods having to then spend a day in the hospital and later go home with strangers is going to be incredibly psychologically overwhelming and traumatic for a two year old. Even more so for a child on the autism spectrum.

I think her immediate needs should be taken into account here. Is she right now more at risk at home? Or more likely to be just further traumatized in a strange environment? If it's genuinely not safe at home then obviously foster care is best. But I don't feel like removing children unless there is an immediate risk takes into account a child's needs. No matter how nice a stranger is they are not comforting to a child. I'm assuming LE knows more than we do here. And hopefully this is the wisest course of action.

It's sad that more children don't have better home environments. It's sad her mother wasn't able to parent properly and not lose custody. It would be better if her grandmother didn't have a past history of drug use or questionable taste in clothing and behavior. But the foster care system is not remotely guaranteed to provide something better for her long term. The statistics on kids who age out in foster care is pretty horrible. Sometimes sketchy grandparents are still the better option even though it's still not the best or most ideal environment imo.
