According to an arrest report, officers with the Louisville Metro Police Department were called to a home in the 1200 block of Algonquin Parkway, near Sharp Avenue, shortly before 8:45 p.m. Tuesday. Police say that's where someone reported seeing a woman on the porch of the home with a gun, and a dead boy wrapped in a blanket.

When officers arrived, they found blood on the porch steps, according to the arrest report. Police say they then assumed an emergency existed, and opened the trunk of a vehicle belonging to a resident of the home, 28-year-old Kaitlyn Higgins.

Inside the trunk, police say they found the body of Higgins' 10-year-old son. He had sustained a gunshot wound.

When confronted by police, Higgins allegedly told them that she had tried to cut the boy's tongue out before shooting him to death and putting him in the trunk of her car.

Police arrested Higgins and charged her with murder and tampering with physical evidence.

Yes, I’m sick over my mind’s images of this little boy trying to fight her off. He had to be so scared and didn’t know what was happening to him or why. His own mother?

The Courier-Journal reports that Higgins told detectives she shot her son after trying to cut out his tongue.

Court records say Higgins was arrested early Wednesday and also faces a charge of tampering with evidence.

Dear lord!

If I follow this, it will be for the signs and prevention of future horrors.

What were the signs that were missed or ignored? How did this poor child fall through the cracks? What can we as a society do to prevent this from happening again?

(Eg are there concrete programs that can be implemented or that already exist but are not functional or held accountable?).

Argh.

The arrest citation says officers responded after a caller reported seeing Higgins with a gun and a dead boy wrapped in a blanket. They spotted drops of blood before opening the trunk.

Court records say Higgins was arrested early Wednesday and also faces a charge of tampering with evidence. She did not have an attorney listed in court records.

When officers arrived, they found Higgins on the porch and what they believed to be blood on the front steps.

The report states that the officers believed exigency existed, prompting them to open the trunk of a vehicle that Higgins said was hers — which is where they found the dead child with a gunshot wound.

According to officers, Higgins gave a post-Mirandized statement to detectives admitting she attempted to cut the victim's tongue out of his mouth and shooting him, then placing him in the trunk of her car.

"I felt like I wish I could've saved the child," said Tayler Alexandra. "I know I heard those shots, was there something I could've done?"

Alexandra says she was suspicious of whoever lived at the house because of their alleged dog neglect. She even told WLKY that her mom has made calls to Metro Animal Services about it. Records show Higgins received at least three citations for dog neglect, though she has no criminal history. One woman who babysat for both Higgins' sons says she believes the abuse went beyond the animals.

"He had came once to the house with a black eye," said Mya Lancaster. "Then he came to the house once again with scratches on his face and neck.

She says she regrets not calling child protection services, which she says was out of fear of retaliation from Higgins, who she knew had a weapon.

Higgins was arrested just after 1:10 a.m. Wednesday and charged with murder (domestic violence) as well as tampering with physical evidence, per court records, which also list her name as Kaitlyn Bartram.

She did not have an attorney immediately listed in court records, which indicate she has an arraignment hearing Thursday morning and remains held in Louisville Metro Corrections on a $250,000 bond.

Higgins did not have much of a past criminal record, with citations over the years for a few traffic-related violations and for not having her dogs properly licensed. She also filed for a domestic violence protection order against a man in 2014 and had a divorce case in Jefferson Family Court that began last December, according to online records.

Mental illness is real.

I agree. I think her father died unexpectedly in 2019. It's possible she experienced violence in the past.

According to the Jefferson County Coroner's Office, the boy has been identified as Kyon Higgins Jr. Authorities are waiting on the results of an autopsy before a cause of death is declared.

Police found Kyon's body in the vehicle outside Higgins' home in the 1200 block of Algonquin Parkway, near Sharp Avenue, shortly before 8:45 p.m. Tuesday. They were called to the home on a trouble run.

During Higgins' Thursday morning court appearance, Jefferson District Judge Jennifer Wilcox agreed to double her $250,000 bond.

"The Commonwealth has made a motion today to increase your bond to $500,000," Judge Wilcox told Higgins during an online court appearance. "Having reviewed the violent nature of these allegations and your criminal history, I do believe that that is appropriate and I will grant the motion."
