This could very well have happened.
IF such an item was found, and perhaps a small amount of "ash" didn't match TB but was later found to be a match to LB, I could see such a small amount not to be considered remains and as such unable to return to her family but enough to qualify as proof of death?

If both were fully cremated, I don't think it would be likely to be able to distinguish what ashes belonged to who. I just touched on this in another thread.
