"deadly force" ..*side nod*

Are you required to be familiar

Yes

Do you do physical activities

Yes. We have a huge wrestling mat

Are you familiar with the use of force continuim

Lowest level would be presence in uniform

Next step maybe be using verbal skills

Next step soft technique escorting via arm

Next hard using mace or handcuffs

Finally top level is deadly force

Talking about training again?!?
and again and again....State is smart...close each of these witnesses off with that theme...it is critical in this case. I like this attorney...he is on task.

Relative to the threat

Yes

Are there different kinds of force you can use

Have you event been trained to kneel on someone’s neck in the prone position

No I haven’t

That would be the top level as if the knee is on someone’s neck that can kill them!!

"Deadly force"
"Top tier"
"Could kill"

2nd degree is near.

not sure what Nelson will do with this witness to discredit...he might just want to pass!!!

The superior officer that responded to the TAPED off scene, Zimmerman just said he has never in about 40 yrs of police work kneeled on a neck of a prone handcuffed person, because it is deadly.

this guy is on it! he knows what he wants to say MOO

  • #129
that person is yours his safety is your responsibility!

When someone is handcuffed does that change the use of force

Yes sir absolutely how can they hurt you when they are cuffed. You getting injured is way down

Zimmerman explains the use of force continuum that is MPD policy.

1: officer presence in uniform
2: Verbal
3: Soft technique, exp. escorting by the arm
4. Hard technique, exp. handcuffs, mace
5. Deadly force

Frank: What level of force might that be?
Z: That would be the top tier, the deadly force.
F: Why?
Z: Because of the fact that if your knee is on a person's neck that can kill them.

Zimmerman testifies he has never been trained to "kneel on the neck of someone who is handcuffed behind the back" in his time with MPD.

I am getting more angry listening to this gentleman explain the alternatives. We all know that but I hope this is sinking in to the jury.

Zimmerman speaking common sense and truth!

By handcuffing someone you have taken away the ability to harm you

Yes absolutely

If they become less combative you may have them sit on kerb. The idea is to calm them down. Help them so that they are not as upset as they were in beginning

This is all obvious stuff from Zimmerman - person in cuffs much less of a threat, kneeling on someone’s neck could kill them, etc - but big points for the prosecution.

Best witness for the state so far IMO. His rank means he's not afraid to say what he thinks

  • #137
Have you been trained on prone

Once you secure or handcuff a person you need to get them out of position as it affects their breathing

Frank: What's your responsibility with regard to that person from that moment [handcuffed] on?

Zimmerman: That person is yours, is your responsibility.

His safety is your responsibility and his well being is your responsibility.

Zimmerman says "the threat level is just not there" once someone is handcuffed.

Zimmerman has been handcuffed as part of his training and says "it stretches the muscles back through your chest, and it makes it more difficult to breathe."

#DerekChauvinTrial - Next witness is Lt. Richard Zimmerman from the MPD homicide unit. Zimmerman was one of 14 officers that signed an open letter to Mpls citizens condemning Chauvin's actions on May 25, 2020.

#DerekChauvinTrial - Zimmerman testifies it was close to 10pm when he arrives on scene. You can see him walking up in tan suit.

Zimmerman says he told Sgt. Edwards to get Kueng & Lane downtown and call more officers to the scene.

Zimmerman said he knew there was a "milestone" camera in that intersection, describing that the city has multiple cameras placed throughout the city to deter crime or help with investigations. This map shows the cams in yellow. [circled in red]

Zimmerman says every officer in the police dept. goes through use of force training once a year

Now talking about the "use of force continuum" policy. Zimmerman is asked if he has ever had to kneel on someone's neck. He says no. He says that would be the top tier on the continuum "deadly force'.

How long have you had training on prone

Since 1985

What has training been

Once a person is cuffed u need to turn them on side or get them up. Because if u are laying on chest it’s restricing your breathing more
